Fuzzy Comprehensive Evaluation And SWOT-PEST Analysis Of Health Literacy Environment In Primary Health Service In Sichuan Province

Research background and purpose:Health Literacy Environment refers to a supportive environment that can meet the needs of people with different health literacy levels and make it easier for them to access,understand and use health information and services.Primary health service institutions provide the most basic health security for residents,it was beneficial to further improve residents’ health literacy to construct health literacy environment from primary health services.This paper intends to establish an evaluation method suitable for health literacy environment in primary health services,systematically analyze the influencing factors of health literacy environment in primary health services in China at macro level,and put forward development strategies.In order to promote the long-term health literacy environment construction in primary health services,and provide basis for health management department’s decision making and program making.Objects and Methods:Three primary health service institutions were selected from three regions in Sichuan province by purposive sampling,and investigate the health literacy environment of primary health service institutions.According to the results of the questionnaire survey,According to the results of the questionnaire survey,SAS 9.4 is used to carry out AHP-multilevel fuzzy comprehensive evaluation matrix operation to verify the applicability of the evaluation method.The policies and literatures related to health literacy environment of primary health services was retrieved,and the results were systematically analyzed by SWOT-PEST analysis,and the influencing factor matrix was constructed to make strategic decisions.Results:1.Statistical comparison of health literacy environment of primary health services in three regions.There were statistically significant differences in medical environment and health education ability of medical staff among the three regions(P<0.001).2.Weight of environmental evaluation indexs of health literacy in primary health service.The index with the highest comprehensive weight was health education atmosphere(0.064)and timely improvement work(0.064),and the lowest index was toilet setting(0.006).3.Multilevel fuzzy comprehensive evaluation of health literacy environment in primary health service.Tianfu New District and Pengan County were excellent in health literacy environment assessment,with scores of 8.658 and 8.501 respectively.Mianning County’s evaluation grade was poor,with a score of 7.657.4.Results of SWOT-PEST analysis of health literacy environment in primary health services.SO strategy:Identifing the functional positioning of primary health service institutions.WO Strategy:Building a health promotion system and talent incentive mechanism,and improving residents’ trust and satisfaction.ST strategy:Improving residents’ understanding of health literacy promotion,and innovate the form of health literacy promotion.WT strategy:Applying residents’ health records more effectively,and building an information sharing platform.Conclusions:1.When using common statistical methods to compare the construction of health literacy environment of primary health services in the three regions,only the differences were compared.A suitable evaluation method should be adopted,which cannot only compare the differences but also identify the shortcomings in construction.2.Mianning county scored lower than Tianfu New District and Pengan County in health literacy environment evaluation of primary health services,among which the index of "health education content plan" scored the lowest,indicating that this was the most prominent problem in health literacy environment construction of Mianning county.3.The evaluation results of AHP-multilevel fuzzy comprehensive evaluation on the health literacy environment in the primary health services in three regions were consistent with the actual situation,and can guide the construction direction.It shows that AHP-multilevel fuzzy comprehensive evaluation method was suitable for the evaluation of health literacy environment in primary health services.4.The SWOT-PEST analysis method was used to comprehensively understand the internal advantages,disadvantages and opportunities and threats of external in the health literacy environment construction of primary health services in China.Meanwhile,put forward targeted coping strategies.It was beneficial to further improve the ability of health literacy environment construction in primary health service institutions.
