Analysis On The Implementation Of Tobacco Control Policy Based On Model Of T.B.Smith

According to the data released at the National Symposium on tobacco control in 2021,there are about 8million deaths caused by tobacco in the world every year,of which more than1million people die from the inhalation of second-hand smoke^[1],which is worthy of attention.The study found that compared with other causes harmful to health,smoking is the most easily preventable fatal factor,and the most effective and low-cost way to maintain health is prevention.Therefore,in the process of realizing"healthy China",as long as appropriate measures are taken to reduce or prohibit the public from smoking in public places,the relevant health risks can be effectively reduced.The"Implementation Rules of the Regulations on Hygiene Management in Public Places"issued by the state in 2011.Article 18 of the regulation specifies that smoking is strictly prohibited indoors in public areas,defines the setting of outdoor smoking areas,and requires business units in public places to carry out tobacco control.This measure has greatly limited the scope of smoking in indoor public places.It has triggered fierce debate in the early stage of implementation.However,its current policy range is unprecedented,which shows my country’s firm belief and courage in maintaining public health services.Xi’an officially released the Xi’an measures for the administration of smoking control in August 2018.After that,although smoking control in public places in Xi’an has achieved certain results,the phenomenon of smoking in non-smoking places still exists,and the smoking control policy has not achieved the expected effect.In view of this phenomenon,from the perspective of policy implementation,this paper consulted and sorted out the literature related to tobacco control policy,and investigated the actual situation of the implementation of tobacco control policy in public places in Xi’an by means of questionnaire and field observation.Based on Smith’s policy implementation model,this paper further analyzes the problems found in the survey from the four aspects of the policy itself,the executive organ,the target group and the social environment,and finds out the internal causes of the difficulties in the implementation of the tobacco control policy.At last,according to the current situation of tobacco control in Xi’an,it puts forward some optimization countermeasures,such as formulating tobacco control laws and regulations,establishing professional law enforcement teams,expanding the publicity of tobacco control policies,strengthening supervision and assessment and information disclosure,improving public participation,and positive guidance of the media and the public,in order to provide reference for the research on the implementation of tobacco control policies in more regions of the country.
