Risk Management Study On Sustainable Operation Of Urban And Rural Residents’ Medical Insurance Fund In P City

The basic medical insurance system for urban and rural residents is a welfare policy established to alleviate the financial burden of urban and rural residents caused by diseases.With the development of economy and medical technology,the growth rate of urban and rural residents’ medical insurance fund expenditure is increasing,and the accumulated fund balance is decreasing,meanwhile,medical insurance fraud occurs from time to time,and the risk of sustainable operation of urban and rural residents’ medical insurance fund is further increased.How to do a good job in risk management of medical insurance fund and ensure the sustainable operation of urban and rural residents’ medical insurance fund is an urgent issue before us.In this paper,we use risk management,risk identification,risk assessment and other related theories to study the sustainable operation risk management of urban and rural residents’ medical insurance fund in P city.Firstly,through field research,we understand the operation of urban and rural residents’ health insurance system and the current situation of fund risk management in P city.Secondly,the risk factors that have a significant impact on the sustainability of urban and rural residents’ medical insurance fund in city P were identified by using questionnaire survey method,and a risk evaluation index system for the sustainable operation of urban and rural residents’ medical insurance fund was constructed accordingly.Using hierarchical analysis and fuzzy comprehensive evaluation method,the weights of each risk indicator in the index system were calculated to evaluate the risk level of sustainable operation of urban and rural residents’ medical insurance fund in city P.Based on the results of risk identification and evaluation,the problems of risk management of the medical insurance fund in city P are explored and the reasons for the risk management problems are analyzed.Finally,in view of the problems and causes,specific measures to optimize the sustainable operation of risk management of urban and rural residents’ medical insurance fund in P city are proposed in a targeted manner,such as improving the risk management system of the medical insurance system,promoting the refinement of fund management,improving the personnel training mechanism and strengthening the medical insurance supervision capacity.
