Study On The Construction Of Evaluation System Of Assistance Effect In Regional Counterpart Support Hospitals

Objective:Regional counterpart support is of great significance to narrow the medical and health gap between urban and rural areas and promote the development of interregional health undertakings.At present,the domestic research on counterpart assistance mainly focuses on the necessity and significance of Counterpart Assistance,existing problems and policy suggestions.There is less research on establishing an assessment index system to evaluate the implementation effect,and there is no evaluation system for evaluating the effectiveness of group medical assistance in the East and West.In order to better evaluate the implementation effect of counterpart support,based on the evaluation index system of counterpart support for county hospitals of urban tertiary hospitals and other documents issued by the national health and Family Planning Commission in December 2014,and with key reference to the performance evaluation index system framework of national public hospitals,a regional counterpart support hospital assistance effect evaluation index system is established,The connotation of system setting closely follows the trend of national medical and health policies,and pays more attention to the improvement of the efficiency and quality of recipient hospitals in the effectiveness assessment of counterpart assistance.It has strong practicability,and aims to provide feasible suggestions for the health administrative department in the formulation and management of Counterpart Assistance Policies.Method:Using the literature analysis method to understand the research direction and dynamics of counterpart support at home and abroad,focus on refining the research method of constructing the counterpart support effect index system,solicit the opinions and suggestions of experts from a professional,objective and scientific perspective through the Delphi expert consultation method,The weight of each index is determined by analytic hierarchy process(AHP),and clarify the decisive index affecting the effect,Finally,establish the evaluation system of assistance effect of regional counterpart support hospitals.The newly-built assessment index system is applied to evaluate the assistance effect of four group assistance recipient hospitals in Qiannan Prefecture and Bijie City,Guizhou Province.Resul:An objective and practical evaluation system for the assistance effect of regional counterpart support hospitals has been established,including four first-class indicators.The weights from large to small are quality and safety(0.2597),sustainable development(0.2597),medical services(0.2468),social benefits(0.2338),10 second-class indicators and 31 third-class indicators.The evaluation system was applied to evaluate the assistance effect of four group assistance recipient hospitals in Qiannan Prefecture and Bijie City,Guizhou Province.The scores were 87.01 points,73.13 points,65.46 points and 73.64 points.The score increased year-on-year in 2019,with an increase range of 0.45～16.79 points.Conclusion:1 The aid effect evaluation system of regional counterpart support hospitals constructed in this study comprehensively evaluates the aid effect from multiple dimensions such as medical quality and service.The indicators are operable and feasible,and can effectively evaluate the aid effect intuitively and quantitatively.2.The evaluation system is applied to evaluate the assistance effect of four group assisted recipient hospitals in Guizhou Province.The results show that the counterpart support in Guizhou has achieved certain results,and the medical quality,medical safety and medical service ability of the recipient hospitals have been greatly improved,but it is relatively weak in sending medical staff out for study,carrying out clinical training and carrying out scientific research projects.3.It is suggested to give full play to the advantages of supporting hospitals and enhance the endogenous power of recipient hospitals,meet the common and special needs of recipient medical institutions in Guizhou Province,strengthen policy implementation and policy performance evaluation,and establish nearby support and remote consultation support modes to improve the quality of counterpart support.
