Research On The Collaborative Governance Of Dalian Red Cross Society Participating In Public Health Events

In 2020,the COVID-19 is coming fast.Under the leadership of the Party and the government,the Red Cross in Dalian is moving forward in the opposite direction,working together with the whole country to fight the epidemic,demonstrating the responsibility of the times,and playing a substantial role in uniting against the epidemic.Due to the increasingly complex causes of public health events,the inherent attributes of current public health events require strengthening the collaborative response and governance between government departments and non-governmental organizations.In addition,China’s civil society is relatively mature,and the vast social forces have the desire and demand to participate together.At this time,organizations with certain influence like the Red Cross are needed as humanitarian assistants connecting the government and society,So as to give full play to the overall effect of coordinated epidemic resistance of the whole society.In order to further improve the ability of the Red Cross Society in responding to public health events,based on the study of a large number of domestic and foreign literature,this thesis integrates the theoretical knowledge of public crisis management theory,collaborative governance theory,civil society theory and other disciplines,and takes the participation of the Dalian Red Cross Society in the prevention and control of the COVID-19 as an example In terms of participation problems and cause analysis,research on their participation in collaborative governance of public health events.The thesis is divided into seven chapters.The first chapter makes a clear explanation of the background of the topic and the significance of this research,combs the relevant research at home and abroad,comprehensively and deeply understands the relevant research background at home and abroad,and introduces the research perspective of this thesis on this basis.The second chapter mainly defines the connotation of relevant concepts and the theoretical basis of research based on the academic perspective.The third chapter reviews the current situation of the collaborative participation of the Red Cross Society of Dalian in the governance of public health events,introduces the implementation process of the interview and draws the conclusion of the interview,further discusses the basic situation,specific measures and achievements of the collaborative governance during the COVID-19 epidemic,and carries out practical verification on the basis of refining experience.The fourth chapter mainly puts forward the problems of Dalian Red Cross Society participating in the coordinated governance of public health events.The fifth chapter further analyzes the reasons for the problems of Dalian Red Cross’s participation in the collaborative governance of public health events based on the analysis of the practice of Dalian Red Cross’s collaborative participation in the governance of public health events.The sixth chapter combs the previous research context and content again,analyzes the internal causes of the existing problems,and then puts forward countermeasures and suggestions to improve the collaborative governance of Dalian Red Cross Society in public health events.The seventh chapter mainly summarizes the research conclusions of this thesis,and prospects the Dalian Red Cross Society’s participation in the collaborative governance of public health events.This study found that the Red Cross organization’s own advantages and the collaborative governance of all participants provided a new way to solve the problem of epidemic prevention and control and respond to public health events.This thesis summarizes the experience of the Red Cross Society of Dalian in participating in the collaborative governance of public health events,clarifies the problems of the Red Cross Society of Dalian in participating in the collaborative governance of public health events,and analyzes the internal reasons for this are that the internal ecological environment of the Red Cross Society is not open,the external value of the Red Cross Society is not unified,and the laws and policies related to epidemic are not closely coordinated The particularity of public health events is difficult to coordinate with other factors.Finally,on the basis of reality,from the aspects of improving the coordination mechanism of emergency resource guarantee,actively expanding the normalized coordination communication channels,promoting the coordination of laws and policies for public health events,and realizing the coordination of the government and the Red Cross in crisis response capacity,the countermeasures and suggestions for optimizing the participation of the Red Cross Society of Dalian in the coordinated governance of public health events were put forward,so that the Red Cross would constantly break through its own inherent limitations,Strengthen the collaborative ability of Dalian Red Cross Society to participate in epidemic prevention and control,so as to further improve China’s public crisis management system.
