Research On The Status Quo And Public Satisfaction Of Tobacco Control In Beijing

The "Beijing Tobacco Control Regulations" have been implemented for 6 years.The number of literature studies on its current situation is small and the years are old,and most of them are based on one or two aspects of smoking rate,smoking cessation rate,awareness rate,and support.Use policy theory for frame analysis.Smith proposed that the effect of policy implementation depends on the influence and interaction of four aspects:policy content,executive body,target group,and policy environment.A systematic study of the status quo of tobacco control from the four aspects of Smith’s policy implementation model is conducive to a comprehensive and scientific analysis of the overall effect of tobacco control.Combined with the research on the satisfaction of target groups,it can better provide suggestions for the next improvement of tobacco control in Beijing.This study combines the Smith policy implementation model and the public satisfaction model to construct an analysis framework for tobacco control policies to study public satisfaction.The satisfaction measurement indices in the questionnaire are expected quality,perceived quality,perceived value,public satisfaction,public complaints,and public loyalty;each index corresponds to the measurement of four aspects:target group,policy,executive body,and policy environment.A total of 379 questionnaires were distributed in Haidian District,Beijing.A direct theoretical analysis of the questionnaire results shows that:1.The expected quality is generally high,especially for the policy environment.2.The perceived quality is generally lower and more sensitive to the executive body.3.The public’s perceived value of tobacco control is low.4.Public satisfaction is low.5.Public complaints are high.6.The public’s loyalty remains the same,and there is relative trust in the executive body.7.There is a large gap between smokers and non-smokers.Smokers have a more distinct attitude,generally have fewer options,and are more satisfied with the existing regulations.Non-smokers are generally more satisfied and satisfied.low.Reason analysis and policy recommendations:Keep pace with the times and improve the content of the regulations;increase inspections to promote the integration of supervision and implementation;mobilize the public and enhance the awareness of individual responsibility;strengthen publicity and improve the level of tobacco control education;promote the systematization and normality of the patriotic health campaign in the new era To adapt to local conditions,increase pilot studies on tobacco control.
