| Public health emergencies(PHEs)not only pose a threat to human health security,but also have an impact on society and economy.The construction of"one case and three system" for emergency responding of PHEs has achieved certain achievements,but how to deal with PHEs quickly and efficiently is an urgent problem to be solved.PHEs is a systematic activity involving the participation and coordination of many departments.Based on their public welfare and high-quality medical and health resources,tertiary comprehensive public hospitals plays an important role in responding to PHEs.The emergency responding level of public hospitals is not only related to peoples health,but also related to social stability.How to formulate effective emergency response plan and improve the efficiency of emergency response of PHEs has become a hot issue of social concern.This paper carried out the research according to the idea of case study—problem discovery—reason analysis—problem solving.Supported by the theories of crisis management and project management,this paper reviewed the development of PHEs in the legal system,organization system and operation mechanism in the United States,Japan,India and China through policy literature review.Take R City Peoples Hospitals public health emergency response as the research object,questionnaire survey,interview comparative analysis and other research methods are adopted to comprehensively analyze and discuss the existing problems and possible causes of public health emergency response in the field of medical treatment from the current situation of the hospital’s response to public health emergency response,and put forward reasonable countermeasures and suggestions.Review of policy literature shows that foreign emergency responding expe riences such as sound laws and regulations,strong central command system of crisis responding and efficient information collection and analysis system provi de reference in many aspects.The emergency responding support system,organ ization system and operation mechanism of our response to PHEs have gradual ly improved,from decentralized coordination and temporary corresponding mod e to integrated emergency responding mode,but there ars not perfect legal syst em,not smooth comprehensive coordination,grassroots monitoring and warning awareness and ability is not high.Analysis of the current situation of R Hosp itals emergency responding system construction,emergency plan formulation,ris k warning and disposal,emergency material reserve and coordination,as well a s questionnaire survey and interview of the hospitals emergency team constructi on,emergency plan formulation,emergency training and drill,emergency mater ial reserve and other aspects in the emergency response process of PHEs.The results showed that the hospital had many problems such as loopholes in the e mergency responding mechanism of PHEs,poor emergency linkage,weak awar eness of crisis,insufficient capacity of hospital medical facilities construction,u nbalanced resource investment and lagging construction of hospital health emer gency team.Through in-depth analysis,it is found that the main reasons for th e above problems include the lack of scientific responding process,the docume ntation of emergency plans,the lag of medical facility reserve management,the imperfect mode of multidisciplinary collaboration,and poor ability of clinical trial research.This paper is based on project management theory,using the pr oject management theory of risk management,human resources management,co mmunication management,resource allocation management and other manageme nt modules of technology and methods.Some suggestions were put forward to optimize the emergency handling process of PHEs in public hospitals from th e aspects of scientific development of emergency responding plan,development of information exchange and publicity process,attaching importance to crisis e ducation for medical staff,innovation of multidisciplinary cooperation model,st andardization of training process for young doctors,and improvement of materi al resource allocation and management.It is hoped that the study can provide reference for the emergency responding of public of PHEs in relevant public h ospitals. |
