| BackgroundIn recent years,with the accelerating process of urbanization,modernization and globalization,as well as the increasingly complex social structure and form,the occurrence frequency of emergent new infectious diseases has been on the rise.SARS,influenza A,Avian influenza,Ebola,Poliomyelitis,Middle East Respiratory syndrome,Zika virus and the COVID-19 outbreak in 2020 will pose a serious threat to the health and personal safety of Chinese citizens due to their high risk,suddenness,uncertainty,high complexity,public nature,rapid spread and global nature social stability,and a major challenge to the public health emergency system,will have a certain negative impact on China’s social and economic development.Therefore,it is necessary to strengthen the emergency management for the prevention and treatment of sudden infectious diseases,and to take timely and effective control measures has become a major issue that the government,disease control,medical institutions and other relevant departments urgently need to solve.Whether relevant departments can take effective measures to deal with and control the occurrence of infectious diseases is not only related to the health and happiness of the public,but also an important indicator to measure the public credibility of the government and its departments and reflect their ability and level.Therefore,relevant departments must take the initiative to implement the responsibility of dealing with infectious diseases.ObjectiveThis paper analyzes the construction status of the emergency management ability of Jinan City government and its related departments in dealing with sudden infectious diseases,and combines descriptive analysis to find out the existing problems of emergency management ability and puts forward corresponding countermeasures and suggestions,so as to improve its emergency management ability and provide empirical basis for the development direction and focus of the emergency management ability of the government and its related departments in the future.MethodsThe method of literature research,case analysis,comparative analysis,field investigation,descriptive analysis,SWOT analysis and other methods are combined.The previous emergency management measures to deal with emergent infectious diseases were summarized,studied and analyzed based on literature,and two representative and typical major emergent infectious diseases(atypical pneumonia and novel coronavirus infection)were selected as cases for comparative analysis.I was directly involved in the prevention and control of the novel coronavirus infection in the central district of Jinan,Shandong province in March 2022,during this period,I collected and sorted out a large number of first-hand data on prevention and control work,including relevant prevention and control policy documents,prevention and control measures taken and the effects of prevention and control,etc.By summarizing and sorting these data,I comprehensively and systematically presented the whole process and prevention and control work of the novel coronavirus infection in Jinan,Shandong Province.On this basis,descriptive analysis is used to analyze and evaluate the current situation of emergency management capacity building of the government and its related departments.At the same time,SWOT analysis is combined to make a comprehensive and scientific evaluation and analysis of its own strengths,weaknesses,external opportunities and challenges.ResultsThrough literature analysis,it is concluded that the current emergency management status of the government and its related departments in the case of sudden infectious diseases mainly includes the following aspects.First,the system of laws,regulations and policies is constantly improved and improved.It mainly includes the establishment of relevant laws and regulations such as the Law on Prevention and Control of Infectious Diseases,the Law on Mental Health,the Law on Vaccine Management,and the legalization,institutionalization,standardization and normalization of disease prevention and control.Second,the work force for disease prevention and control continues to grow,which is reflected in the increasing number of CDC and health technicians.Third,effective control of infectious diseases,the treatment rate of infectious diseases remained above 90%,the incidence of infectious diseases decreased by 19.3%;Fourth,the surveillance system for infectious diseases has been expanded.Fifth,laboratory testing capacity,field epidemiological investigation capacity and emergency response capacity have been greatly improved.By selecting two major infectious disease outbreaks of SARS and novel coronavirus for comparative analysis,it can be clearly seen that from SARS to novel coronavirus,the two major epidemics have promoted the construction of our public health system and put forward higher requirements for the control of infectious disease outbreaks.At the same time,the government’s emergency management command system,response speed,social linkage,medical technology and science and technology and other aspects have also made great progress,the emergency management command system has been improved and perfected,the response speed has also been significantly improved,the social participation is becoming more and more extensive,and the level of medical technology and science and technology has also made significant progress.Through hands-on participation,it is found that it has the following deficiencies in emergency management,such as information asymmetry and no timely information sharing and communication.As a result of the problem of casual work chain,the epidemic usually occurs in crowded places such as construction sites.The archive content after the flow adjustment is not standardized;Information filling system input is tedious,time-consuming and laborious,and needs to be improved.Advantages of the government and its related departments:clear top-level system construction,timely and effective emergency management and disposal measures and standards,Disadvantages:The main performance is insufficient in the total number of personnel,especially the lack of professional talents and insufficient financial investment;External opportunities:The state attaches great importance to the construction of the emergency management system for sudden infectious diseases of the government and its related departments,and the public pays great attention to it,which meets the planning requirements of the "Healthy China" construction outline;Challenges:The concept of "treatment is more important than prevention" has long existed,and it remains a long way to go to strengthen the emergency management of sudden infectious diseases of the government and its related departments.Conclusions and suggestionsThe emergency management framework of Jinan Municipal government and its related departments in Shandong Province has been basically established and the system has been gradually improved,but the overall emergency management ability level still needs to be improved.The strengths of emergency management capabilities include emergency preparedness,emergency teams,equipment reserves,monitoring and analysis,and emergency response.Weaknesses mainly include asymmetric and unimpeded information among units.The training of professional emergency response teams and professional skills should be strengthened.The public is too excited about infectious diseases be sensitive to;information on emerging infectious diseases is not available in a timely manner;risk of infection due to population mobility.Based on the above conclusions,the following suggestions are put forward:First,strengthen the monitoring of infectious diseases and report any problems promptly;Second,establish an effective mechanism of coordinated prevention and control.between different regions;Third,actively build public health emergency personnel construction;Fourth,popularize relevant knowledge to the public and treat infectious diseases rationally;Fifth,reduce population movements during the pandemic;Sixth,we will accelerate the establishment of a big data platform for public health systems. |
