| Public hospitals are the main providers of medical services and health services,and an important carrier to reflect the government’s responsibility to strengthen and improve people’s livelihood.With the promotion of the national medical and health system reform and the introduction of a series of policies on the establishment of modern hospital management systems and high-quality development of public hospitals,higher requirements have been put forward for public hospitals.The organizational structure is the cornerstone and guarantee for the scientific and efficient operation of the organization,It should play the role of ’ballast stone’ in the development of public hospitals.Nowadays,the organizational structure that most public hospitals continue to use is a linear functional system.Facing the constant changes in the external environment and the new requirements of high-quality development of public hospitals,this organizational structure no longer meets the needs of hospital development,and the reform of the organizational structure of public hospitals is imperative.At present,most of the research on organizational structure change focuses on the enterprise level,while domestic and foreign scholars have little research on organizational structure change at the level of public hospitals.This study focuses on the perspective of organizational structure change research in public hospitals,uses the organizational structure theory and organizational change theory in management to analyze the external environment that public hospitals are currently facing,and analyzes the reasons of the organizational structure change of Beijing Children’s Hospital,conduct in-depth analysis of the reasons,content,and effects of the organizational structure change of Beijing Children’s Hospital through case study method,and find principles and paths suitable for the organizational structure change of public hospitals.Based on the collection of a large number of primary and secondary data from Beijing Children’s Hospital,this study sorted out the evolution of its organizational structure and found that the evolution of its organizational structure has gone through four stages:the first stage is the simplest linear system,the second stage is to gradually increase the organizational level based on the linear system,while setting up a small number of functional departments,and the third stage is the linear functional system,The fourth stage is to carry out a series of organizational structure changes based on the linear functional system,and make an in-depth analysis of the specific reasons,resistance and content of the organizational structure change.It is found that the organizational structure change of Beijing Children’s Hospital mainly includes five major contents:internal decision-making mechanism change,flat professional departments,vertical nursing management,centralized discipline construction and branch building on disciplines.At the same time,it analyzes the results and existing problems after the organizational structure reform,put forward the principles and paths of the organizational structure reform of public hospitals,and provides a practical reference for the future organizational structure reform of public hospitals. |
