| On August 24,2012,the National Development and Reform Commission and six other departments jointly issued the "Guiding Opinions on Carrying out Serious Illness Insurance for Urban and Rural Residents".The pilot promotion of serious illness insurance began nationwide,and the government used basic medical insurance funds to purchase serious illness insurance services from insurance companies,providing further protection for the high medical expenses of serious illness patients.Subsequently,the promulgation of a series of relevant regulations also clarified the standardization and importance of insurance companies’ participation in major illness insurance business.Through ten years of operation,the major illness insurance system has been continuously optimized,and the cooperation between insurance companies and the government has been deepened.The handling of major illness insurance for urban and rural residents has become increasingly standardized.However,due to various subjective and objective reasons,insurance companies have also encountered many problems during the handling process,which are not conducive to the stable operation of serious illness insurance work and need further exploration and resolution.This thesis first makes a theoretical analysis of the necessity and feasibility of the implementation of the PPP model.Through the use of economic analysis,it can be seen that the PPP model is beneficial to both the government and business,and helps to avoid the problems of government failure and market failure caused by the unilateral operation of the government and business.Through incomplete information static game analysis,it can be concluded that insurance companies participating in urban and rural residents’ major illness insurance can leverage the advantages of both parties and maximize their respective cost-benefit.Subsequently,based on the analysis of the development status of insurance companies participating in urban and rural residents’major illness insurance,it was found that the model of insurance companies participating in urban and rural residents’ major illness insurance has a long history,but there are still some problems in its operation.In order to deeply study the operation mode of insurance companies’ participation in serious illness insurance for urban and rural residents,analyze its development status and solve its existing problems,this thesis analyzes the current situation and common problems of serious illness insurance business,and takes g insurance company in X city of Hebei Province as an example to make a specific analysis,deeply study its existing problems and find the causes,and then explore the corresponding solutions.Through the data and case analysis of G insurance company,this thesis finds that its undertaking of serious illness insurance not only contributes to the growth of the insurance company’s own business level,but also has positive social significance.Everything has its advantages and disadvantages,and there are still many problems in the process of political and business cooperation.In order to promote the development of insurance companies’ participation in serious illness insurance for urban and rural residents and optimize the PPP model,this thesis deeply explores the internal causes of the problems,and puts forward suggestions to solve the common problems of insurance companies’ participation in serious illness insurance according to the theory of collaborative governance.In view of the specific problems of G insurance company’s participation in serious illness insurance in X city,this thesis puts forward countermeasures and suggestions from the four levels of government,insurance companies,medical institutions and participants,In order to continuously promote the sustained and steady development of serious illness insurance.It is hoped that based on the many problems reflected in the participation of G insurance company in the serious illness insurance business of urban and rural residents in X city,and taking the suggestions put forward in this thesis as a reference,it will make a modest contribution to the efficient development of insurance companies’ participation in the serious illness insurance business. |
