Health care is an important part of people’s livelihood.2021 will be the first year of the 14 th Five-Year Plan.In the complex environment of the new era,medical institutions at all levels and of all types,especially public medical institutions,will face new challenges and opportunities.Longquanyi District,as the bridgehead of Chengdu’s "Eastbound" strategy and "Chengdu-Chongqing Twin City Economic Circle",vigorously develops social livelihood undertakings and meets people’s yearning for a better life.In the process of developing health undertakings,how to optimize the allocation of human resources in public medical institutions and give full play to the efficiency and role of human resources allocation? It is a key link to maintain high-quality development of health care.By collecting and sorting out relevant research results and basic theories in the academic circle,this paper defines the core concepts such as public medical institutions and human resource allocation.Starting from the definition of human resource allocation,this paper analyzes and studies the human resource allocation of public medical institutions in Longquanyi District by using the theory of human resource allocation and the two-factor theory to find out the existing problems and analyze the causes of the problems.According to the causes of the problems,this paper puts forward some practical suggestions to strengthen and optimize the human resources allocation of public hospitals in Longquanyi District.Through research,the author finds that human resource allocation is a dynamic adjustment process from initial allocation to reallocation.There are four problems in this process,such as uneven distribution of human resources,limited increment of total human resources,prominent contradictions in post employment,and inadequate training requirements.This is mainly due to the unbalanced development of medical institutions,weak incentive policies,policy restrictions on post setting,insufficient resource investment and other reasons.Finally,this paper puts forward suggestions for improvement from the aspects of balanced development of medical institutions,incentive mechanism construction,resolving post employment conflicts,personnel training and training,hoping to provide some reference suggestions for human resource allocation of public medical institutions in Longquanyi District in the future.At the same time,it will provide some empirical research on human resource allocation of other medical institutions in Longquanyi District or other public medical institutions in similar areas. |
