| In recent years,with the growth of China’s population and the improvement of people’s attention to health,the number of patients and inpatients faced by public hospitals is increasing,and the scale of capital investment and asset funds is also expanding.However,the operation mechanism of the internal management module of public hospitals is still more than ten years ago.Accordingly,the State Council put the reform of internal control management of public hospitals into the national development focus,emphasizing the establishment and improvement of the internal control management module mechanism of public hospitals.In 2008,the National Finance Bureau issued the Basic Norms for Internal Control of Hospitals,requiring administrative institutions to establish and improve six internal control management modules,On December 31,2021,the Ministry of Health issued the Notice on Printing and Distributing the Regulations on Internal Control over Financial Accounting of Medical Institutions(Trial),which requires medical institutions to expand from the original internal control management module to12 internal control management modules,promoting the further standardization and effectiveness of public hospital work,and improving the level of social and livelihood services.The expansion project of the internal control management module of public hospitals also came into being.This paper takes Q Hospital as an example to study the risk management of the expansion project of the internal control management module of Q Hospital.Guided by the national policy requirements and relevant documents of the project risk theory,this paper uses the methods of collecting internal and external relevant information,brainstorming,etc.to identify the risks of the expansion project of the internal control management module,and establishes the organizational and management risks,personnel risks,technical risks,regulatory compliance risks Project risk indicator system composed of six risk indicators of project management risk;Secondly,the AHP FCE risk assessment model is established to comprehensively evaluate the risk indicators of the project and determine the risk level of each indicator by combining the analytic hierarchy process(AHP)and fuzzy comprehensive assessment method in the risk assessment method;Finally,comprehensively analyze the evaluation results of various risk indicators,formulate targeted risk response measures,and conduct risk monitoring through risk management tools such as risk monitoring sheets,so as to minimize the risk level of the project and improve the possibility of the project to achieve the expected effect successfully.Through the research on risk management of the expansion project of Q Hospital’s internal control management module,it can not only guide the project practice to the right path,reduce the possibility of negative deviation from development,but also provide practical value for other medical institutions under the health system when carrying out the expansion project of internal control management module... |
