Research On Emergency Management Of Public Health Emergencies In Thanh Hoa Province,Vietnam

At the end of 2019,the COVID-19 pandemic has spread rapidly across the world.Although some countries have relatively effective prevention and control measures,such as China’s rapid control of domestic transmission,the trend of the epidemic virus cannot be underestimated.Vietnam has also taken certain measures to deal with the epidemic,but still has not achieved sufficient results.In this sudden public health event,responding to COVID-19 has become a public health course all over the world,and has raised the government’s requirements for public health event handling capacity.However,judging from the current situation of the Vietnamese government’s emergency management of emergencies,many problems and deficiencies have been exposed in the government’s emergency management in response to COVID-19.It is necessary to continue to sum up experience and learn from the excellent public health emergency management systems of some countries.To achieve effective public emergency response and management of health incidents.Existing Emergencies Most of the government’s management systems have some outstanding problems in dealing with public health emergencies such as the new crown epidemic.For example,the top-level design lacks systematic thinking,the existing emergency management work is relatively scattered,the response mechanism is imperfect,and there is a lack of a mature and systematic emergency management process.Second,there is a lack of permanent emergency response structures in the organized structure.Most of the government’s epidemic prevention and control leading groups are set up temporarily,and it is difficult to have mature emergency management capabilities,resulting in low work efficiency.The linkage mechanism emergency management system is not perfect.The temporary establishment of the epidemic prevention and control leading group and the special working groups have the phenomenon of modularization of work,which makes some government emergency management systems fail to achieve a good linkage mechanism.In addition,the awareness of full participation is not strong,and the government emergency management system lacks continuous motivation to improve and so on.In this paper,by analyzing the emergency management measures taken by the government of Qinghua Province in Vietnam in the course of coping with the covid-19 epidemic situation,the results obtained and the existing problems were analyzed,based on the interview and the experience of emergency management in response to Covid-19 in Thanh Hoa,some suggestions were put forward to improve the emergency management of public health emergencies in Guangxi.
