County public hospitals are an important part of Chinese public hospitals.They mainly undertake the medical care tasks of the people in the county-level cities and the surrounding areas,they play an important role in the people to see a doctor.The 14 th Five-Year Plan of the State puts the protection of people’s health in a strategic position of priority development,strengthens the construction of public hospitals,speeds up the establishment of a modern hospital management system,and deepens the reform of governance structure and performance appraisal.In the face of the severe global epidemic situation,as a county medical and health institution,we should uphold the spirit of the 14 th Five-Year Plan,deepen the reform of public hospitals oriented towards public welfare,develop and expand the medical and health team,innovate the mechanism of coordination and integration of medical and prevention,carry out the Healthy China Action and patriotic health campaign,and advocate a healthy and civilized lifestyle.With the advance of medical reform and the reform of medical insurance payment method,hospitals are facing more and more serious competitive pressure and operating pressure in the development,which puts forward more complex and diversified requirements for the management of county public hospitals.Performance management is an important part of hospital comprehensive management and also a strategic means to improve hospital competitiveness and medical service level.The existing performance management mode based on department income and expenditure violates the public welfare that public hospitals should have,cannot guide the examined to improve their professional and technical level and work enthusiasm.This requires the hospital to change the development mode,improve the performance management system,stimulate the vitality of the hospital,and help high-quality development.Based on the performance management system of county A hospital,combined with the general background of medical system reform,this paper analyzes and studies the performance management of A hospital by using literature research,interview questionnaire and case analysis.Based on the introduction of performance management theory,the performance management status of domestic and foreign public hospitals and relevant countermeasures,this paper expounds the performance management status of A hospital.The analysis found that there are some problems in the performance management of county hospitals in Weifang City,such as paying too much attention to economic benefits and neglecting public welfare,lack of systematic construction of performance management,separation of performance program from daily work practice and lagging informatization construction.The root causes of the problems are the changes in the development environment after the new medical reform,the insufficient professionalization of the performance management team,the insufficient use of performance evaluation results,and the ineffective development of the communication and feedback mechanism.On this basis,the paper puts forward specific countermeasures to improve the performance management of county public hospitals.First of all,the development strategy of the hospital should be defined,and the development of the hospital should be guided by the strategy.Secondly,we should strengthen the professional level of performance management and improve the quality of management.Thirdly,the formulation of performance appraisal program should be combined with the specific reality of the hospital.Finally,the performance feedback system and the application and extension of performance results should be established to maximize the role of performance management.Through this study,it is expected to improve the performance management level of hospitals,continuously improve the enthusiasm of medical workers,improve the technical level and service level,provide patients with high-quality medical services,and help the reform and development of hospitals.
