| The introduction of the provincial comprehensive medical reform pilot policy has attracted wide attention from the academic community.Some scholars have studied and analyzed the effects of the pilot policy,mainly focusing on whether the policy brings more reasonable medical resource allocation and helps people reduce the medical burden and other direct effects.From the perspective of pharmaceutical manufacturing industry,this paper links the provincial comprehensive medical reform pilot policy with the pharmaceutical industry,and further analyzes the relationship between the policy and the technological innovation of the pharmaceutical industry.In this paper,relevant literature at home and abroad was reviewed and summarized,and relevant concepts were defined and theoretical analysis was carried out,and theoretical knowledge was used to analyze the mechanism of the influence of provincial comprehensive medical reform pilot policies on technological innovation in the pharmaceutical industry.It was found that there were three situations of the influence of pilot policies on technological innovation in the pharmaceutical industry: positive,negative and uncertain.In order to get a more accurate study,after analyzing the current situation,this paper makes use of the statistical data of 31 provincial administrative units in China from 2010 to 2020,and uses the multi-stage DID method to conduct an empirical study.The results show that: first,from all the provinces and cities implementing the provincial comprehensive medical reform pilot policy,the policy has a significant positive impact on the technological innovation of the pharmaceutical industry in the pilot areas;Second,in the five years after the implementation of the pilot policy,the impact of the pilot policy on the technological innovation of the pharmaceutical industry gradually increased from insignificant to significant,indicating that the implementation of the policy has a certain lag and timeliness;Thirdly,through the mechanism test of all pilot provinces and cities as a whole,it is found that the pilot policy of medical reform has a significant positive impact on the coverage of medical insurance in pilot areas,expands the market size of the pharmaceutical industry,and promotes the technological innovation of the pharmaceutical industry.The pilot policy of medical reform has promoted the operating income of the pharmaceutical industry in the pilot areas,which will promote the industry to have more funds invested in technological innovation,so as to promote the technological innovation of the pharmaceutical industry.By promoting the establishment of more pharmaceutical enterprises,the pilot policy of medical reform has increased the degree of market competition in the pharmaceutical industry,thus promoting the technological innovation in the pharmaceutical industry.Fourthly,in the heterogeneity test of administrative units,it is found that for municipalities directly under the central government,the pilot policy of medical reform has a significant negative impact on the technological innovation of the pharmaceutical industry.For provinces,the pilot policy of medical reform has a significant positive impact on the technological innovation of the pharmaceutical industry. |
