Research On The Optimization Of Medical Device Procurement Process In Class Ⅲ Public Hospitals

In recent years,the state has issued a series of policy documents on government procurement in order to comprehensively regulate government procurement.However,procedure standardization is not the only goal of public hospital procurement process,and procurement efficiency should also be paid attention to and taken into account.Existing studies believe that strengthening the standardization of medical device procurement process can also improve procurement efficiency.Under the guidance of this proposition,this study takes X Hospital of Z University in H Province as the research object,establishes an analysis framework based on business process reengineering theory and public value management theory,and makes a cross reference analysis of the current general procurement process and emergency procurement process of X hospital.It is found that the general procurement process adjusts the medical device management and procurement implementation into two departments with independent decision-making objectives,so as to obtain internal and external multiple legitimacy authorization and ensure the realization of standard oriented public value.In order to realize the production of efficiency public value,the emergency procurement process flattens and integrates the standard oriented departments and efficiency oriented departments,and takes the bureaucratic legitimacy as the main source of legitimacy authorization.The standard oriented general procurement process still faces the limitation of low efficiency,while the efficiency oriented emergency procurement process has the problem of insufficient standardization of the whole procurement process.The main reason is that both internal processes are affected by the legitimacy authorization environment.The general procurement process characterized by separation process and multiple legitimacy will inevitably bring low efficiency problems,while the emergency procurement process characterized by integration process and single legitimacy has potential limitations of insufficient standardization.Based on this,this paper proposes to take the balance of efficiency and norms as the value orientation,and further innovate the medical device procurement process from the two dimensions of internal process and legal authorization environment.
