With the continuous deepening of reform in the medical and health industry,the cancellation of hospital drug and consumable markups,the reform of the medical insurance DRG/DIP payment system,and the pressure on hospitals from the performance appraisal of tertiary public hospitals,public hospitals originally only focused on revenue growth and scale expansion The extensive operation and management model is no longer applicable.However,with the successive issuance of national guiding documents such as "Opinions on Promoting the High-quality Development of Public Hospitals" and "Guiding Opinions on Strengthening the Operation and Management of Public Hospitals",public hospitals are facing structural adjustment,Problems and pressures at various levels,such as discipline construction and external competition,urgently need to change the operation and management model and improve its own operating efficiency.However,for a long time,public hospitals generally have the practical problem of emphasizing medical care rather than management,and valuing resource acquisition rather than benefit evaluation.The management boundary is not clear enough,which restricts the high-quality development of public hospitals.However,since public hospitals undertake public health responsibilities and are public welfare,the objectives and connotations of their operation and management are different from those of enterprises,and their operation and management are more complex and specific.This thesis adopts the literature analysis method and case study method,taking FB top three public hospitals as the research object,to explore how public hospitals can adjust and optimize the operation management system,and continuously enrich the content of operation management,so as to achieve high-quality development.First of all,this thesis studies the relevant literature on hospital operation management,summarizes the connotation and goals of hospital operation management,and builds the theoretical basis of this thesis.Secondly,it analyzes the status quo of FB hospital operation management system,and analyzes the existing problems and causes of the hospital’s current operation management,which further lays a realistic foundation for the study.Thirdly,through the research on the operation management system of typical medical institutions at home and abroad,innovatively summarize different operation management system models,and then combine the experience of FB hospital operation management system optimization,and finally propose to improve the hospital operation management organizational structure,improve the hospital management system,and optimize the business Process and management process,strengthen resource allocation and analysis and evaluation,make good use of budget,performance and information technology,promote the transformation of hospital management mode and operation mode,and provide certain reference for the improvement of domestic public hospital operation management system.Conducting research on the hospital operation management system,by exploring the optimization direction of the hospital operation management system,can rationally integrate various resources of the hospital,solve hospital blockages and difficulties,improve the input-output ratio,and maximize the efficiency,benefit and effectiveness of the hospital.In this way,it will eventually realize the comprehensive upgrading of hospital medical services,provide medical services with higher value for patients,meet the growing medical and health needs of the people,and promote the high-quality development of public hospitals.
