Research On Fiscal Health Expenditure In China Under The Background Of Health Modernization

With the successful realization of building a moderately prosperous society in all respects,China has officially entered a new stage of development in building a modern socialist country in all respects.As an important field of national modernization,healthy modernization has become an inherent need and basic support for socialist modernization.Despite the gradual improvement of China’s health modernization level in recent years,the gap between China and the world’s advanced level is still large.In order to promote China’s health modernization,it is necessary to further improve the level and efficiency of fiscal health expenditure.Based on the background goal of health modernization,this thesis takes China’s fiscal health expenditure as the research object,and combines the actual situation of China and international experience to propose policy recommendations to improve China’s fiscal health expenditure and promote China’s health modernization.First of all,this thesis defines and combs the concepts of health modernization and fiscal health expenditure and related research,expounds the theoretical basis for the government to provide basic medical services and public health services,fiscal decentralization and the growth of fiscal health expenditure,and analyzes the mechanism of fiscal health expenditure to improve residents’ health.Secondly,this thesis analyzes the current situation of the total amount of fiscal health expenditure in China from the absolute scale and relative scale,analyzes the current situation of the structure of fiscal health expenditure in China from the source and use,and analyzes the output efficiency of fiscal health expenditure in combination with the situation of medical and health resources.It is found that there are some problems in China’s fiscal health expenditure,such as slow growth in expenditure scale,central and local expenditure responsibilities that need to be detailed and implemented,unreasonable expenditure fund use structure,and expenditure efficiency that need to be improved,which are not conducive to promoting health modernization.At the same time,the thesis uses fixed effect models and systematic GMM to empirically analyze the impact of China’s fiscal health expenditure on other health modernization indicators,providing empirical evidence that China’s fiscal health expenditure can significantly improve other health modernization indicators.Thirdly,the thesis analyzes and summarizes the scale and institutional experience of fiscal health expenditure in developed countries.Finally,from the perspective of promoting China’s health modernization,the thesis proposes policy recommendations for improving China’s fiscal health expenditure,such as steadily improving the level of expenditure,refining the implementation of expenditure rights and responsibilities,strengthening the grassroots level,and increasing the output of medical and health resources.
