Public hospitals play a pivotal role in China’s medical service system.China’s historical conditions determine that their basic property is public welfare,and they should provide basic medical services to every citizen fairly.Since the new medical reform,the internal and external environment of public hospitals is undergoing great changes.Public hospitals not only want to maintain public welfare,but also want to embark on the road of healthy and sustainable development,which requires hospitals to pay attention to cost accounting and management,and achieve cost reduction and efficiency improvement through fine management.Since the 18 th National Congress of the CPC,the state has successively issued policies,proposing that public hospitals should take performance evaluation as the starting point,carry out practical exploration of the performance evaluation system based on the refined management concept,design a performance evaluation index system that is not only in line with our economic and health conditions but also targeted,and guide public hospitals to further implement the function positioning.In 2020,the National Health Commission and the National Administration of Traditional Chinese Medicine jointly issued the Guiding Opinions on Strengthening the Operation and Management of Public Hospitals,emphasizing the deep combination of operation objectives and refined management needs,and improving the quality and efficiency of operation and management based on performance appraisal.In recent years,the performance evaluation of Chinese public hospitals develops rapidly,but the performance evaluation is still extensive because it is not based on the scientific management concept.At the same time,the impact of the new medical reform and the novel coronavirus epidemic increased the pressure on the operation and management of public hospitals,resulting in the tendency of public hospitals to generate income gradually,and the characteristics of public welfare were weakened.Therefore,this thesis analyzes the current problems of public hospitals,improves the performance evaluation system,and guides the efficient development of public hospitals.First of all,this thesis takes third-class public hospitals as the research object,expounds the background,purpose and significance of the research,sorts out and summarizes the role,index system and methods of performance evaluation of foreign governments and domestic administrative institutions,as well as the role,index system and methods of performance evaluation of domestic and foreign hospitals,and summarizes the research content and current situation at home and abroad.Secondly,it defines the related concepts of fine management,performance evaluation and public hospital performance evaluation,and expounds the performance management theory,principal-agent theory and management by objectives theory to establish the theoretical basis of the research.Thirdly,the thesis introduces the related system background of performance evaluation of public hospitals,including the new medical system reform,the performance evaluation reform of medical and health institutions and the introduction and development of DGRs,and summarizes the current situation and existing problems of performance evaluation of Chinese public hospitals.Finally,based on the above analysis,Z Hospital is selected as the case study hospital,and a performance evaluation index system is constructed by combining the refined management concept,Delphi method and analytic hierarchy process,and Z Hospital is evaluated.According to the evaluation,Z Hospital performs well in terms of medical services and sustainable development,but there are still deficiencies in terms of operation efficiency and social benefits.The research puts forward targeted suggestions for the problems existing in Z Hospital.That is,to strengthen operation management,improve doctor-patient satisfaction,continue to promote hierarchical diagnosis and treatment,strengthen information construction,accelerate the development of TCM characteristics and implement clinical research promotion actions,so as to inspire ideas for Z Hospital to achieve its strategic goals and provide certain references for other public hospitals to build performance evaluation systems.
