People’s security,the cornerstone of national security.The sudden onset of acute infectious diseases with shortened incubation periods,rapid disease progression,widespread infection,social harm,is a major biological security problem.Must adhere to the bottom line thinking,strengthen the sense of concern,and effectively prevent and resolve major risks in the field of health.The virus attacked suddenly,the epidemic came rapidly,and the lives and health of the people were seriously threatened.In the process of the disease resistance,the government epidemic prevention and control supervision work plays an important role,actively implement the spirit of each disease resistance indicators,promote disease resistance work orderly scientific implementation,supervise and urge organs and cadres at all levels to strictly implement the party and state order,better solve the problem of strong public reaction,improve the quality of disease resistance,maintain the stability of social order,and propose countermeasures related to the inspection of public health events in S CountyThis thesis selects the public health event supervision work in County S as the object of study,and takes the supervision of the prevention and control of the new crown epidemic as an example,by participating in the COVID-19 epidemic prevention and control supervision work of S county,which lasted for five months,visited 18 villages and towns in the county,supervising the key areas of S county’s COVID-19 epidemic prevention and control supervision work,collecting original data,which is close to S county’s epidemic prevention and control supervision work working mechanism,workflow,work plan relatively comprehensive systematic combing,detailed case background,data source,main course,main participants,main practices,preliminary summary of supervision experience and shortcomings in the epidemic prevention and control.The thesis consists of seven parts: The first chapter is the introduction,describing the background and significance of the selected topic,literature review,the value of the study,purpose,ideas and methods.The second chapter mainly introduces related concepts,including public health,risk prevention and control,and government supervision the theoretical basis,theoretical principle including risk prevention and control theory,crisis management theory,administrative supervision theory,government performance management theory and other theories.Chapter three through case analysis,interview investigation,literature survey research methods,understand the present situation of S county epidemic prevention and control supervision work.Chapter 4 specifically analyzes the problems of epidemic prevention and control supervision in County S.The main problems include weak professional guidance capacity of epidemic prevention and control supervision,lagging ability of epidemic prevention and control supervision to control public health risks,single means of supervision of epidemic prevention and control supervision and bias of epidemic prevention and control supervision to government performance management.Chapter 5 Specific analysis of the problems in the epidemic prevention and control supervision work in S County mainly include the lack of professional ability and quality of the supervision cadres,the imperfect mechanism of epidemic prevention and control supervision,the poor epidemic prevention and control supervision methods,the poor supervision effect and the strong correlation between the epidemic prevention and control supervision and government performance management.The sixth chapter proposes corresponding countermeasures for the proposed problems.First,improve the ability and quality of professional supervision cadres and recruit professionals to form a joint investigation team;establish and improve the mechanism related to epidemic prevention and control supervision,shorten the decision-making time,and improve the ability to control public health risks;the third,expand the means of epidemic prevention and control supervision and realize the unity of effective supervision and effective supervision;separate the strong correlation between epidemic prevention and control supervision and government performance management and improve the result-oriented supervision feedback system.Chapter seven is the conclusion,summarizing the research in this thesis,puts forward the shortcomings of the research,the improvement in the later stage and the new direction of expansion.
