Health literacy is an important determinant of health,influenced and constrained by political,economic,cultural,educational and other factors,and is a comprehensive reflection of the level of economic and social development.Research by the World Health Organization has shown that health literacy is closely related to the health level and life expectancy of the population,and is a strong indicator for predicting the health status of the population;Improving health literacy can reduce health inequality and lower social costs.Especially in recent years,various public health incidents have seriously threatened the life and health safety of the general public,affecting the stable development of the economy and society.Improving residents’ health literacy is an important way to effectively respond to sudden public health emergencies,as well as a major measure to implement the Basic Medical and Health Promotion Law of the People’s Republic of China and promote the implementation of the Healthy China Strategy.This paper analyzes health management issues from the perspective of public management.Firstly,it introduces the research background and significance,summarizes the research status at home and abroad,and then proposes to use statistical analysis,literature analysis and other methods to conduct a real investigation of the actual situation of health literacy of residents in C county.Secondly,it introduces the related concepts and theoretical basis of health literacy.Thirdly,the relevant situation of health literacy in C County of Wenzhou City in 2021 was summarized statistically.Based on the survey results,the status quo and change trend of health literacy of residents in C county were analyzed.First,the overall situation was analyzed,and then the differences of the three dimensions of health literacy and six kinds of health problems were analyzed,and the main factors affecting health literacy were analyzed by logistic regression analysis.The regression results showed that the seven independent variables of gender,age,education level and occupation,whether there was a fixed source of health information,whether regularly received health education from professionals,and whether they were within the radius of medical services were statistically significant,while the independent variable of whether they participated in social medical insurance was not statistically significant.Furthermore,it concludes that the development of health literacy of residents in C county is not balanced,the coverage of health education is insufficient,and the monitoring and evaluation system is not perfect.The reasons are the imperfect security factors of government institutions,unbalanced policy support,inadequate publicity and education,and insufficient professional personnel.For the health literacy of residents in C county,it is necessary to take the government as the lead,start from the financial aspects and policies,strengthen the government guarantee supply,set up a unified promotion organization,ensure the special use of financial funds,coordinate the resources and work network of the county,improve the work network,develop health resources in a balanced way,actively promote health education and health promotion,and build a comprehensive monitoring and evaluation system.This has a certain promoting effect on the improvement of residents’ health literacy.Combined with the current situation of urban and rural residents in C County,effective measures can be formulated to intervene in health literacy issues,comprehensively and throughout the life cycle to protect people’s health,and provide scientific basis for government departments to formulate health promotion policies,strategies and measures.
