Sudden public health crisis not only increased the number of public health crisis policies,but also attracted the attention of government departments to the quality and effect of policies.During public health crises with high infectiousness,large-scale population movements,and frequent interpersonal exchanges,citizens’ compliance and active cooperation with crisis policies become extremely important,especially in the border areas.From February to May 2022,this study conducted a questionnaire survey and unstructured interviews(n=2656)with residents aged 18 and above in both border and non-border areas nationwide.Compliance behavior was divided into protective measures and restrictive measures,and a comparative analysis of compliance behavior and reasons was conducted between residents in border and non-border areas using Ftest,chi-square test(chi2),and ordinary least squares(OLS)regression models.The research results show that,regarding compliance behavior: firstly,residents in border areas still exhibit higher compliance with strict epidemic control measures,with the highest compliance observed in providing nucleic acid testing,health codes,or travel cards,followed by vaccination,and the lowest compliance in maintaining a one-meter distance.Secondly,residents in non-border areas generally have higher compliance levels than those in border areas.Regarding compliance reasons: firstly,factors such as a sense of responsibility and authoritative values positively and significantly influence both protective and restrictive compliance behavior among residents in border areas.Secondly,besides a sense of responsibility and authoritative values,previous experiences and government trust can promote higher compliance levels among residents in non-border areas.In addition,the study also found that young people demonstrate higher compliance with epidemic prevention policies.The research conclusion indicates that normative motivation plays a major role in influencing compliance behavior among residents in border areas,and enhancing citizens’ sense of responsibility,government trust,and policy recognition is of great significance in motivating citizens to cooperate with policy implementation and improving the effectiveness of public crisis governance. |
