Research On The Path Of Strengthening And Improving The Effectiveness Of Poverty Alleviation Through The Connection Of Health Security Policies

Health security is an important component of the Healthy China strategy and an important institutional arrangement to enhance people’s well-being,ensure their health and happiness,and improve their quality of life.The Central Committee of the Communist Party of China has always prioritized the protection of people’s health as a strategic priority for development.During the targeted poverty alleviation period,various policies for health poverty alleviation have been conscientiously implemented,and the basic rights of rural poor people to medical and health services have been fully implemented.Efforts have been made to solve the problem of medical security for the poor,and to prevent poverty caused by illness or returning to poverty due to illness.In the post poverty alleviation era,health poverty alleviation policies have shifted from targeting the population to targeting the causes,as well as from preferential policies to inclusive policies aimed at safeguarding the health rights and interests of the entire population.Therefore,addressing the policy gaps between the two major policy groups and continuously improving health protection policies plays an important role in achieving the strategic goal of "Healthy China" on schedule and maintaining the health of the people in all aspects and throughout the cycle.W county is located in Wuling Mountain area.After conducting in-depth research and interviews,it was found that the poverty and health status of urban and rural residents in W County have significantly improved with the implementation of health security policies.However,compared to the urban areas of Pingyuan County,there are still many difficulties.Taking W County as the research object,it has strong pertinence and operability in analyzing the connection between the two major policy groups during the poverty alleviation campaign and the post poverty alleviation era.In the post poverty alleviation era,W County has formulated a series of health security policies tailored to local conditions and times.However,in the process of connection,due to local economic and environmental reasons in W County,medical resources and service capabilities are limited,and the loss of medical and health talents is severe.At the government level,due to inadequate policy formulation and diverse execution by government departments,there is a lack of continuity and linkage mechanisms,coexistence of excessive and insufficient guarantees,and damage to the development ability and endogenous motivation of the guaranteed objects.This article uses the policy gap theory to systematically sort out the connection and transformation of the two major policies in W County.From the dimensions of goals,subjects,objects,mechanisms,resources,etc.,based on on-site research,data review,and discussions,combined with domestic and foreign research situations,specific measures and suggestions are analyzed and proposed to strengthen the top-level design of policies,improve the health guarantee mechanism,and improve the health guarantee platform,It provides a way to achieve policy coherence and consolidate and improve poverty alleviation effectiveness,and has important reference significance for the masses of impoverished counties in mountainous areas to enjoy comprehensive and full cycle health security services.
