Research On Evaluation Model Of Information Construction Of Medical Consortium

[Purpose]The informatization construction of the medical consortium is an effective means to solve the difficult problems of inter agency collaboration,internal performance evaluation and incentive of the medical consortium.How to effectively and scientifically evaluate the quality of the informatization construction of the medical consortium has become the focus of the construction of the health service system.Based on the existing research results,this study builds an evaluation model and index system for the informatization construction of medical consortia in line with China’s national conditions,provides reference for further evaluation of empirical research,so as to provide direction guidance for the informatization construction of urban medical consortia and build an important basic tool for guiding the scientific,reasonable and orderly informatization construction of urban medical consortia.[Methods]Through analysing literature and sorting out the characteristics of the informatization construction of the medical consortium,this study arranged the connotation and the practice mode of the informatization construction of the medical consortium and preliminarily formulated the index model combined with three combined theories including the Theory of Change,the Model of Information System Success and the Structure-Processs-Outcome Model.To construct the evaluation model and index system of the informatization construction of the medical consortium,this study used the Delphi Method and the Analytic Hierarchy Process,and put forward the development suggestions of the informatization construction of the medical consortium based on the model.[Results]According to the previous theoretical research,the expert investigation results and indepth interviews,this study determined the index framework system of the comprehensive effect evaluation of information construction of medical consortium.Thirteen experts and scholars studying health information management and other aspects were invited.After two rounds of expert consultation,three dimensions were established as primary indicators,namely Input and Foundations,System Functions(the system outputs and short-term effects)and System Effects(the medium and long-term effects).Finally,an evaluation index system of information construction effect of medical consortium with three primary indicators,10 secondary indicators and 30 tertiary indicators were formed.Through further expert consultations,a complete evaluation model for the informatization construction of medical consortium with weight distributions was constructed by analytic hierarchy process,in which the Construction of Information Standard System,the Dual Referral and the Grassroots Capacity Improvement are the secondary indicators with the highest weights.[Conclusion]This study discusses the evaluation theoretical model of the information construction of the medical consortium,constructs the evaluation model and index system of the comprehensive effect of the information construction of the medical consortium.Based on the above,this study puts forward the critical aspects that should be strengthened,including the top-level designing and overall planning of the information construction of the medical consortium,the standardization construction of the medical consortium,the interconnection,the mutual recognition and sharing,the business coordination and the standardized regulations of the information construction of the medical consortium.
