Study On Military Hospitals To Affect Community Public Health Emergencies From The Perspective Of Community Resilience

Objectives:In the context of the prevention and control of the COVID-19,the impact of military hospitals was analyzed in this paper on community resilience in infrastructure resilience,personnel resilience,emergency management system resilience and rescue ability by studying the impact of military hospitals on community resilience in public health emergencies.It was explored that the advantages,factors,and conditions of military hospitals that affect community resilience.The ways were proposed for military hospitals to affect community resilience.The model was provided for community resilience enhancement that can be promoted and used for reference,and the suggestions were provided for the formulation of prevention and control policies for future community public health emergencies.Methods:From the perspective of community resilience,this study adopted a combination of qualitative and quantitative methods,including literature research,expert consultation,questionnaire survey,case study and SWOT analysis.The military hospitals were connected that have made important contributions to epidemic prevention and control with communities in the basic unit of urban governance.And it was studied the impact of military hospitals on the prevention and control capabilities of community public health emergencies.1.Literature research: mainly aimed at "the role of military hospitals and communities in public health emergencies",a multi field combination search method using subject words was used to search and review the literature in Chinese and English databases,summarize and analyze them,and finally summarize them.2.Expert consultation: mainly aimed at military hospitals and communities in the prevention and control of the COVID-19,the mechanism of military hospitals affecting community resilience,and the strategies of military hospitals affecting their ability to respond to public health emergencies.The relevant military and local experts were invited for consultation and interviews,and then the views of experts were summarized and analyzed.3.Questionnaire survey: Select Y community with a military hospital and W community with a normal hospital without a military hospital.And divide the population into four categories: medical personnel,community residents,community workers,and disease control or health management personnel.Conduct a questionnaire survey from five dimensions of community resilience: economy,medical services,infrastructure,organization,and members,and then conduct a comparative analysis.4.Case study: Select a military hospital for field research.Through in-depth analysis of the hospital’s plans,documents,and other information,scientifically evaluate the performance of military hospitals in epidemic prevention and control,and propose strategies for military hospitals to affect the community’s ability to respond to public health emergencies.5.SWOT analysis: Analyze the strengths and weaknesses,opportunities,and threats of military hospitals in responding to public health emergencies,and propose corresponding strategies accordingly.Results:1.The literature research showed that military hospitals were not only an important part of our army’s medical service system,but also an important part of China’s health system.It responded quickly in the prevention and control of COVID-19 ’s epidemic situation,played an exemplary vanguard role,and showed strong professional accomplishment.The community was the link between the government and residents,the basic unit of closed management,the hub of coordinating the work of residents in all aspects,and played a decisive role in the prevention and control of the epidemic.2.Expert consultation showed that military hospitals had strict discipline,beared hardships and stood hard work,and had successfully completed various tasks of epidemic prevention and control.Military hospitals could enhance the organizational resilience and infrastructure resilience of the community.The aspects that military hospitals need to strengthen included information exchange and resource sharing,technical level and quality management,professional training and military-civilian communication.3.The results of the questionnaire showed that the resilience of Y community was stronger than that of W community in economy,medical service and members,while the infrastructure resilience of the two communities was similar,and the organizational toughness of W community is stronger than that of Y community.it showed that military hospitals mainly enhanced the resilience of medical services,and then enhanced the resilience of economy and members.Military hospitals need to be strengthened in the following four aspects:(1)break through barriers and strengthen communication(2)strengthen propaganda work(3)help the community to do a good job in psychological screening and counseling work(4)strengthen cooperation with the community.4.Through case analysis,eight advantages were summarized for J Hospital:(1)strong risk awareness;(2)strict personnel management;(3)more orderly daily diagnosis and treatment;(4)standardized ward management;(5)more precise protection;(6)higher environmental requirements;(7)adequate emergency preparedness;(8)establishment of military-civilian coordination command.At the same time,it also exposed four deficiencies:(1)excessively based on itself,the connection with the place was not close enough(2)did not pay enough attention to psychological work(3)propaganda work did not give full play to(4)the technical level and nucleic acid detection ability were still insufficient.5.SWOT analysis put forward four strategies for military hospitals:(1)deep military-civilian integration,carry forward the traditional reform to strengthen the army,(2)improve the medical system,establish an emergency medical system,(3)increase military-civilian coordination,cooperate with each other to expand capabilities,and(4)make up for technical deficiencies,and talent advantages each do its part.Conclusions:1.Military hospitals played the roles of "vanguard","professional team","commando" and "cohesion" in public health emergency,while communities played the role of "link","gate" and "public servant" in epidemic prevention and control.2.Military hospitals mainly enhanced the resilience of medical services,followed by the resilience of the economy and members,as well as organizational toughness and infrastructure toughness.Military hospitals could enhance the resilience of the community through five dimensions,and then enhance the ability of epidemic prevention and control of the community.3.In order to improve the resilience of the community in military hospitals,we put forward the following strategies:(1)Strengthen propaganda and psychological work.(2)Strengthen information communication and resource sharing.(3)Strengthen community cooperation and professional training.(4)Strengthen the coordination between the army and the local government and the integration of the army and the people.(5)Strengthen the role of medical technology and talents.
