Research On Emergency Management Of Public Health Emergencies In Zhuanghe Wulu Town Government

In recent years,the frequent occurrence of major public health emergencies in various parts of China has not only affected the normal order of economic and social development,but also threatened the safety of people’s personal and property,thus putting forward higher requirements for the emergency management of grassroots governments.It has become an urgent task for governments at all levels to respond to public health emergencies in a comprehensive,efficient and smooth manner,to reduce the harm they bring and to further improve the level of emergency management of government departments.In this context,the township government,as the most grassroots power organisation in China,directly faces the general public.It is an urgent need of today’s society to thoroughly study the performance of the township government in emergency management during public health emergencies,which can not only maintain the social security and stability of the township,but also safeguard the lives and health of the people in the township.Based on crisis life cycle theory and collaborative governance theory,this paper uses literature analysis,case study method and questionnaire method.On the basis of a concise definition of township government,public health emergencies and township government emergency management-related concepts,Wu Furu Township Government of Zhuanghe City is selected as the research object,and the overall overview of emergency management of Wu Furu Township Government in response to public health emergencies is analysed and studied in depth.The situation with regard to the handling of public health emergencies in Wuxu town has progressed significantly and the results have been positive.An initial organisational framework has been formed for the Wu Furnace Township Government,with the formation of an emergency response leadership team.In the management process,emergency response measures as well as information are communicated in a timely and accurate manner,and all emergency measures are executed with precision.During the emergency disposal process,the Wu Furnace Township Government has also revealed many shortcomings in emergency management.For example,the awareness of emergency prevention among staff and the public is weak,the application of emergency plans is low,the strength of emergency teams is weak,the security of emergency materials is insufficient,and social forces lack integration and have not formed a common governance pattern.The main reasons for this are the lack of science education,the lack of risk analysis in the preparation of emergency plans,the lack of cultivation of emergency teams,the lack of emergency resource reserves,and the obstacles to the cultivation and participation of social forces.At the same time,the experience and insights of the government emergency management of these regional township governments in public health emergencies are summarised and drawn from the experiences of Dianbu Town,Feidong County,Hefei City,Anhui Province,urnxi Town,Sinan County,Tongren City,Guizhou Province,and Sanlong Town,Dafeng District,Yancheng City,Jiangsu Province.Finally,a theoretical analysis of the current situation of emergency management of public health emergencies in Wuxu town is combined with the actual situation in Wuxu town,and a series of targeted measures and recommendations are put forward.The five aspects of strengthening the emergency management capacity of Wuxu town government in public health emergencies should be focused on strengthening emergency publicity and education,establishing sound plan management,cultivating professional emergency teams,strengthening emergency resource protection and building a social governance pattern.The aim is to improve the ability and level of emergency management of township governments in dealing with public health emergencies.
