In 1975,Vietnam,Cambodia and Laos won the war of national independence against the United States,then triggering an Indochinese refugee problem that had a far-reaching impact on Southeast Asia and even the world.Being adjacent to The Indochina,Thailand temporarily received the largest number of refugees.Thailand’s experience in governing this problem is of reference significance for China to deal with such relevant problems.This paper makes a comprehensive analysis of the Indochinese refugee problem in Thailand and its governance during the Cold War from a historical perspective.This paper,based on the background of the problem of Indochinese refugee and Thailand’s governance of this issue as the main line,focuses on Thailand’s policy evolution and specific measures to deal with this issue,and finally makes a brief comment and analysis on its governance.This paper finds that the root of the Indochinese refugee problem is regional hegemonism of Vietnam,and Thailand has not only become the forefront affected by the Indochinese refugee problem,but also the front-line state resisting Vietnam’s expansionism.In this context,Thailand has taken flexible and pragmatic measures to deal with the refugee problem from multiple perspectives,such as politics,economy and diplomacy.First,strengthen border management and actively adjusted her refugee policy.Throughout the evolution of its refugee policy,it has undergone a change from repatriation policy,door opening policy,humanitarian deterrence policy to finally screening policy.Second,shared the pressure of refugees and constantly sought multilateral cooperation,including cooperation with international organizations to assist refugees,consultation with Western countries on resettlement for refugees or negotiation with countries of origin on repatriating refugees.On the whole,in order to deal with the refugee problem,Thailand not only adopted short-term humanitarian aid for refugees and strictly controlled the border,but also actively promoted the peaceful return of the Indochina region to the root cause,and finally did not let the refugee issue become the “burden” of national development.However,due to the lack of domestic laws on refugees and inadequate governance capacity,the living conditions of refugees in Thailand are not optimistic,and amounts of corruption problems arisen in the process of refugee assistance.
