| China has a vast territory and a long history,with rich and diverse local characteristics of culture,the number of intangible cultural heritage is among the top in the world.With the deepening of China’s reform and opening up,more and more intangible cultural heritage projects have begun to go international,becoming an important manifestation of cultural soft power.However,due to a series of factors such as unbalanced regional development and excessive pursuit of economic benefits by local governments,intangible cultural heritage is faced with problems such as shrinking inheritance scope,loss of inheritance ability and sharp reduction of influence,and it is in urgent need of protection by local governments.But for a long time,local governments have not accumulated rich experience in this field,and the academic community has not given mature and perfect theoretical tools for related issues.Therefore,this paper systematically studies the functions of local governments in the protection of intangible cultural heritage,aiming at providing scientific theoretical basis and practical methods for government actions in the protection of intangible cultural heritage.Based on the new public service theory,this study takes the "Eight strange" lantern dance project in Longhua County as the research object,and makes an in-depth analysis of the current function performance of local governments in the protection of intangible cultural heritage.The current performance of local government functions is investigated and analyzed from three aspects:government working mode,public participation,and the practical needs of inheritance subjects.The study found that the functions of local governments in the protection of intangible cultural heritage are mainly manifested in:insufficient support,poor coordination among various subjects,little public participation in the policy process,and lack of professional management of inheritors.The main causes of functional performance problems in local government’s intangible cultural heritage protection include:weak concept of intangible cultural heritage protection,deviation of working mode,neglect of inheritance team training,insufficient security ability.Based on the above investigation and analysis,and drawing on the successful experience of domestic and foreign governments in intangible cultural heritage protection,this paper puts forward optimization countermeasures for the functional performance of local governments in the work of intangible cultural heritage protection.In terms of changing the concept of intangible cultural heritage protection,local governments should pay more attention to the protection of intangible cultural heritage,and clarify the functional positioning of local governments in the protection of intangible cultural heritage.Improve the way of government work:innovate the intangible cultural heritage protection mechanism,promote the construction of the intangible cultural heritage protection system,and enhance the government’s material guarantee.In terms of public participation:attract people to participate in protection decision-making,coordinate all forces to participate in the dissemination of intangible cultural heritage,and promote the normalization of the protection of intangible cultural heritage in the whole society.Inheritance management:strengthen the identification and training of inheritance subjects,improve the quality of inheritance teams,and establish multiple reward mechanisms. |
