The Research On The Su Zheng Lian Fang Si In Yuan Dynasty

The Yuan Dynasty was the first dynasty in Chinese history in which ethnic minorities occupied the Central Plains and completed unification,and its territory was unprecedented.In order to realize the effective management of the whole country,the rulers of Yuan Dynasty paid special attention to the construction of supervision system,which not only set up censorial stations in Jiangnan and Shanxi,but also divided the whole country into 22 provinces,and set up SuZhengLianFangSi in each province to supervise local administrative and judicial organs.SuZhengLianFangSi is a subordinate organ of the Central YuShiTai and the YuShiTai,forming a three-level supervision mode and the unique characteristics of the supervision system in Yuan Dynasty.SuZhengLianFangSi in Yuan Dynasty also had a direct and profound influence on the establishment and functions of the TiXingAnChaShiSi in Ming Dynasty.Based on historical data,this paper combs the institutional setup and supervisory authority of the SuZhengLianFangSi in Yuan Dynasty,and objectively analyzes its status and influence on the basis of this,in order to benefit the research of local supervisory system in Yuan Dynasty.This paper is divided into three parts to study the Department of Anti-government and Anti-corruption Visits:The first part introduces the different stages of the establishment of SuZhengLianFangSi,the allocation of officials and the selection and appointment system of officials.Starting with the establishment of the TiXingAnChaSi in the early Yuan Dynasty the historical course between the two is summarized.The staffing and selection system of TiXingAnChaSi and SuZhengLianFangSi are analyzed,in order to show the importance of the central government to SuZhengLianFangSi and point out that the selection of officials attaches importance to the characteristics of Mongolians and Semu people.The second part introduces the main functions and powers of the SuZhengLianFangSi in Yuan Dynasty---supervision authority and its exercise mode.The functions and powers of the SuZhengLianFangSi in Yuan Dynasty are very wide,but the supervisory powers are its main functions and powers,including judicial supervision power,economic supervision power and administrative supervision power for officials,etc.This paper analyzes and explains the above functions and powers combined with the documents unearthed in Heishui;In Yuan Dynasty,the Department of Anti-government and Anti-corruption Visits inherited the way of exercising the supervisory authority of the local supervisory organs in Song and Jin Dynasties,and mainly carried out supervision by means of the censor brush system(Zhao Shua),patrolling(Xun An)and correcting impeachment,which was more specific and in-depth than the previous generation.The third part analyzes the status and influence of the SuZhengLianFangSi in Yuan Dynasty.This part mainly analyzes the relationship between SuZhengLianFangSi and other local institutions,including the relationship with local provincial institutions such as the administration and road manager government,and the relations with local supervisory organs of Xing YuShiTai.Its supervision over the provinces was countered in the early stage,and then it was gradually realized.Its supervision over Xuan Wei Si 、LuZongGuan and its subordinate organs was smooth,and it could effectively exercise its supervisory authority,and it was the main local supervisory organ.As a supervisory organ,the SuZhengLianFangSi not only supervises local administrative organs,but also is supervised by the internal supervisory system,such as the central censorial station and the censorial station under its jurisdiction.The establishment of the Department of SuZhengLianFangSi in Yuan Dynasty perfected the three-level supervision mode,and at the same time had a profound impact on the establishment and authority of the Department of Supervision for Raising Sentences in Ming Dynasty.
