From 1927 to 1937,the National Government of Nanjing,based on the need of the government training system and the appeal of the educators,required all provinces and cities to carry out mass education.Zhejiang got good mark on the mass education,ranking among the top three in China.The development of mass education in Zhejiang Province benefits from three aspects: administrative institutions,educational funds and teachers.In terms of administrative institutions,specialized institutions for mass education have been set up in provinces and counties.In terms of educational funds,since 1929,Zhejiang Province has increased its investment in mass education year by year,and its mass education funds have reached the minimum requirements of the Ministry of Education.Teacher training: In order to promote the development of mass education in Zhejiang Province,special teacher training schools and teacher training institutions have been set up to provide teacher support for mass education in Zhejiang Province.Under the above premise,Zhejiang Province has set up mass education institutions: mass school,mass education museum and library.The three kinds of mass education institutions have their own characteristics.The ultimate purpose of the establishment of mass education institutions is to carry out mass education undertakings,and mass education undertakings are also the key to ensure mass education.The mass education in Zhejiang Province includes livelihood education,health education,physical education,national defense education,Chinese education and popular speech.Each kind of education has different emphases and aims.The concept of paying tribute to tradition and adopting Western law is reflected in the development of various mass education institutions and mass education undertakings to varying degrees.The positive role of mass education in Zhejiang Province is to improve the literacy rate and cultivate the patriotic consciousness of the people.The main problems are as follows: the national government of Nanjing carried out the mass education mainly to safeguard its rule,and the mass education personnel had a separation from the mass life,resulting in friction in the implementation process.Looking back on the development of mass education in Zhejiang Province,there are many problems and deficiencies,which can be used as experience for the development of adult education at present.
