| Enhancing the effectiveness of public cultural services is an inevitable requirement for the high-quality development of public cultural services,an important manifestation of the modernisation of public cultural services,and the main theme of the construction of the public cultural service system.Since the 18 th National Congress of the Party,China has been paying more and more attention to the construction of public cultural services,and various policies have been introduced to emphasise the development goal of "improving the effectiveness of public cultural services",which has pointed out the direction and provided the policy basis for the improvement of the effectiveness of public cultural services in China at present and in a certain period of time in the future.As China enters a new stage of development,promoting quality development and deepening balanced development has become the direction and task for the development of public cultural services.However,there are still problems in the development of public culture in China,such as regional inequalities,large gaps in supply and demand,and unsatisfactory results,which to a certain extent restrict the enhancement of the effectiveness of public cultural services in China.Therefore,an objective assessment of the current level of public cultural service effectiveness in China,clarifying existing problems,grasping its development trend and analysing the differences in effectiveness among regions are of key significance in further filling the shortcomings of public cultural services,safeguarding people’s cultural rights and interests,and promoting coordinated regional development.Firstly,the article combs through the relevant literature,on the basis of which the background and significance of the study are elaborated,the relevant domestic and international studies are divided into themes,and the relevant concepts and theoretical foundations of the effectiveness of public cultural services are defined and elaborated.Secondly,the development history of public cultural services in China is sorted out in chronological order,and the current situation of development and the problems that exist are explored.Furthermore,a theoretical model for evaluating the effectiveness of public cultural services in China in the context of high-quality development is constructed,and quantitative indicators are selected according to the availability of data to build an evaluation index system for the effectiveness of public cultural services.Then,panel data of 31 provinces in China from 2016 to 2020 are selected,and the entropy-weighted TOPSIS model is applied to evaluate the effectiveness of public cultural services in China as a whole and in each region.The data are visualised using Arc GIS software to analyse the spatial evolution pattern and distribution of the effectiveness,and the obstacle factors affecting the improvement of the effectiveness of public cultural services in each region are diagnosed in conjunction with the obstacle degree model.Finally,based on the empirical results,suggestions for countermeasures to improve the effectiveness of public cultural services in China in the context of high-quality development are proposed.The results of the study show that:(1)the overall effectiveness of public cultural services in China is on the rise,and the growth rate is significant.(2)The spatial distribution of the effectiveness of public cultural services in various regions of China shows an obvious pattern of "central and northeastern depression",with a large absolute difference in effectiveness between regions.(3)There are some differences in the barriers to the effectiveness of public cultural services among regions in China,but the differences are relatively small,and the first barrier is mainly focused on the financial input dimension.Based on the empirical results,the study proposes countermeasures to improve the effectiveness of public cultural services in China,such as optimizing the integration of resource allocation,implementing differentiated development strategies,and optimizing the multifaceted collaborative supply mechanism. |
