Research On Policy Evaluation Of Digital Cultural Industry Based On PMC Index Model

Policy is a necessary driving force for the development of the digital culture industry.Policy optimization and updating play a crucial role in the sustained and healthy development of the digital culture industry,providing support for the optimization and upgrading of the digital culture industry structure,and achieving the optimization of resource allocation in the digital culture industry.In order to standardize the development of the digital culture industry,China has successively introduced a series of policy documents on the digital culture industry,guiding the healthy development of the digital culture industry from aspects such as content innovation,industrial structure,and talent cultivation.At present,the digital culture industry has entered a new stage of development.Evaluating and researching the policy content of the digital culture industry can provide theoretical support for optimizing the policy of the digital culture industry.Defining the policies for the digital culture industry,conducting in-depth analysis of the content of the policies,and taking targeted policy improvement measures based on industrial development issues can provide suggestions for promoting the optimization of the digital culture industry development system and promoting the healthy development of the industry.Taking the current digital culture industry policies in China as the research object,this paper summarizes the relevant policies for the digital culture industry released at the national level from 2016 to 2023.Through comparative analysis,10 policy texts are selected as analysis samples;Establish an indicator evaluation system through policy tool analysis,conduct PMC index evaluation analysis,use multiple input-output tables and evaluation indicator system to quantitatively evaluate and empirically analyze digital culture industry policies,and use surface graphs to visualize the evaluation results.The results show that China’s digital culture industry policy has performed well in terms of prospect prediction,industry guidance,and financial and tax incentives,with a wide coverage and strong comprehensiveness of policy content;However,there are also problems such as vague regulatory content,inconsistent regulatory scope,imperfect management system,weak Macromanagement,copyright disputes on digital products,and difficulty in ensuring the security of digital achievements.Based on the analysis results of the PMC index,the following optimization suggestions are proposed: strengthening the concept of dual effect unified development,and constructing a hierarchical and classified supervision mechanism;Transform the government’s management function and strengthen the industrial Macromanagement;Strengthen regulatory construction and establish a copyright information review system.
