Infrastructure serves as the foundation of China’s national economic development,and infrastructure investment plays a crucial role in Chinese economic growth.Although the society has common consensus on accelerating the development of infrastructure construction,there still exist differences and doubts on how to develop infrastructure construction,how to better handle the relationship between the government and the market,and how to improve the effectiveness of new infrastructure investment.That is why the study of infrastructure is critical.The Routledge Handbook of Planning and Management of Global Strategic Infrastructure Projects is a comprehensive reference book in this field,covering the planning of resilient large-scale infrastructure projects,the development and management of sustainable large-scale infrastructure,the operation and maintenance of infrastructure,and the refinement of infrastructure project financing.The translator has selected the first chapter and part of the second chapter of this book for translation,analyzed the problems encountered in the translating process and proposed corresponding solutions.This translation practice report takes German functional translation theorist Hans Vermeer’s Skopos Theory as the guiding theory.Based on the three rules of Skopos Theory: Skopos Rule,Coherence Rule and Fidelity Rule,the translator adopts different translation methods to discuss the problems encountered in translating infrastructure texts at three levels: lexical level,syntactic level and textual level.On the lexical level,the translator uses the method of omission to guarantee the accuracy of the translation,adopts the method of amplification to enrich the power of expression and employs the method of conversion of part of speech to make the translation conform to Chinese expression,so that the idea is clearly conveyed;on the syntactic level,the translator uses the method of voice conversion to avoid being too restricted to the original text.Strictly adhering to the Chinese expression,the translator flexibly diversifies the translation methods,re-organizing and splitting long and difficult sentences to make the expression fluent;on the textual level,the translator attaches importance to semantic coherence so as to make the sentences and paragraphs of the translated text cohesive and smooth.The translation practice shows that the Skopos Theory proposed by Hans Vermeer plays an important guiding role in the translation of scientific and technical texts.The translator applies Skopos Theory to her translation practice,hoping that the translation of this book can provide reference to relevant personnel and contribute to the construction and development of China’s infrastructure.
