Research On The Setting Of AIDS Policy Agenda In My Country From The Perspective Of Multi-source Theor

Since the first case of AIDS was reported in the United States in 1981,AIDS has become widespread worldwide.Countries around the world have successively introduced AIDS policies to meet the challenge of AIDS.The AIDS epidemic in my country has gone through multiple stages such as "imported and sporadic","partial epidemic",and "widespread epidemic".In order to control the spread of AIDS in our country,the Chinese government has successively introduced AIDS-related policies.It can be seen that the AIDS policy system has achieved good policy results,but also has certain limitations.Through a comparative study of AIDS policies in many countries,it can be found that AIDS is no longer a purely medical issue,but needs to consider various policy support such as medicine,economy,ethics,and politics.This puts forward higher requirements for the formulation of AIDS policies.This article adopts the perspective of multi-stream theory,combined with rational choice model,problem construction logic in public policy analysis and policy process theory,etc.,constructs a multi-stream analysis framework for setting up my country’s AIDS policy agenda,and uses the analysis framework to sort out the process of setting up my country’s AIDS policy agenda.Combining the characteristics of AIDS policy issues,social environment and technological development,and other factors,further revise the analytical framework for setting the AIDS policy agenda.This article attempts to solve the problems of insufficient attention to the inherent logic in the process of AIDS policy formulation,the relative lack of theoretical exploration to analyze AIDS policy issues,and the research on AIDS policy agenda setting is still in a blank area.The research ideas of this article are as follows: First,sort out the current situation of domestic and foreign AIDS policy research and policy agenda setting related theoretical research.Secondly,starting from the status quo of domestic AIDS and AIDS policy development,analyze the characteristics and laws of AIDS policy issues.Third,try to build a multi-stream analysis framework for the setting of my country’s AIDS policy agenda,and use the multi-stream perspective to systematically analyze the process of my country’s AIDS policy agenda setting.Then,comprehensively consider the characteristics of AIDS policy issues,social environment,technological development and other factors,and further revise the analysis framework.Finally,the following research conclusions are drawn: First,this article systematically analyzes the issue of AIDS policy agenda setting at various stages in my country based on the theory of multiple sources,and provides ideas and evidence support for the construction of the framework.Second,this article constructs and revises my country’s AIDS policy agenda to set up a multi-stream analysis framework,puts forward the "seven premises","five structural elements" and "two specific elements" of the analysis framework,and elaborates on my country’s AIDS policy.The agenda sets the internal logic of the multi-stream analysis framework.Third,this article puts forward the concept of "AIDS Policy Agenda Setting Community" and briefly describes it.
