| Health human resources are an important part of health system resources,and whether its quantity is sufficient,its allocation is fair and its structure is scientific and reasonable is directly related to the development and utilization of other resources.Grass-roots medical and health institutions are the cornerstone of the national medical and health system.The development of grass-roots health undertakings is closely related to the people’s own interests and will also have an impact on China’s economic and social development goals.In recent years,China’s medical resources have gradually sunk,and China’s urbanization process has been advancing day by day.Under this background,some patients should have returned to primary medical units to treat diseases.However,some grass-roots medical and health institutions failed to grasp the development opportunities,and medical resources flowed to large hospitals and cities in large quantities,resulting in the inability of grass-roots health services to meet the health service needs of the people,and the problems of difficult and expensive medical treatment for the people have not been fundamentally alleviated.In view of the above problems,this study descriptively analyzes the human resource allocation of primary medical and health institutions in Hunan Province and various regions.The statistical analysis methods of Lorentz curve and Gini coefficient were used to analyze and evaluate the fairness of the allocation of primary medical and health human resources in Hunan Province.The grey regression coupling model is used to predict the number of personnel in primary medical and health institutions in the next few years,and the problems in the human resource allocation process of primary medical and health institutions are found.Further combined with relevant theoretical analysis,it is concluded that there is still a shortage of primary health personnel,registered nurses and rural doctors in the allocation of human resources in primary medical and health institutions in Hunan Province.The distribution of health personnel between regions is uneven,and the ratio of health care to care is unreasonable;Poor equity in the geographical distribution of primary health personnel;The development of grassroots health personnel has not yet reached the expected level,and the low intention of medical students to work at the grassroots level is low.Based on this basis,combined with the actual situation of grassroots medical and health institutions in Hunan Province,it is proposed that the government responsibility should be strengthened,the construction of rural doctors should be strengthened,and the level of rural doctor protection should be improved.Enhance the introduction of nursing staff and improve the inversion of the ratio of medical care;optimizing interregional health workforce allocation and improving geographical equity;Scientifically formulate health workforce development plans based on health workforce policies and prediction results;Formulate employment-oriented policies to encourage medical graduates to serve the grassroots level,and provide a reference for further promoting the sustainable development of human resources in grassroots medical and health institutions in Hunan Province. |
