Research On The Changes Of Policy Tools Of My Country's New Medical Refor

Medical treatment is the need of people’s livelihood.Deepening the reform of the medical and health system is an important measure to improve the health level of the whole people and build a well-off society in an all-round way.In March 2009,the CPC Central Committee and the State Council issued the Opinions on Deepening the Reform of the Medical and Health System,which started a new round of medical and health system reform in China.Based on the policy tool theory of Rothwell and Zegveld and the procedural approach of policy tool selection,this paper constructs a two-dimensional analysis framework of the basic types of policy tools and the composition of medical and health systems.Through the content analysis method,this paper analyzes the new round of national medical and health system reform policy texts from 2009 to 2020,and discusses the changes in the choice of new medical reform policy tools.On this basis,analyze the factors that affect the choice of policy tools of the new medical reform,and puts forward the optimal countermeasures for the future medical and health system reform according to its practical problems and conditions.The findings are as follows: firstly,in different stages of the implementation of the new medical reform policy,the choice and application of policy tools have their own characteristics.From the perspective of process,environmental policy tools have always been in a dominant position,and the proportion of supply policy tools is relatively high in the initial stage of reform,and then it shows a downward trend as a whole,while the application of demand policy tools is gradually strengthened with the advancement of reform;Secondly,based on the reality of the choice of new medical reform policy tools,combined with the viewpoint of process approach and the specific situation of medical and health system reform in China,the factors affecting the change of new medical reform policy tools can be embodied as changes in market environment,policy objectives and public health situation.Thirdly,the structural imbalance and path dependence in the choice of policy tools for the new medical reform can be alleviated by optimizing the tool combination structure,improving the efficiency of policy tools,promoting the innovation of policy tools and enriching the policy toolbox for the new medical reform.
