Under the background of continuous integration of urban and rural development large-scale population mobility has become the main feature of our economy society.The14 th Five-Year Plan stresses the need to further promote the people-oriented new urbanization strategy,promote the citizenization of the rural migrant population,and ensure the free flow of the floating population between industries and regions by means of institutional reform and policy adjustment.However,due to the localized management of social security generated by the household registration system,which has become an institutional barrier to the equal access to welfare security for urban and rural residents,the floating population has become normal.In addition,the floating population faces many uncertainties in the process of migration,among which health risks are the most prominent,so the demand for medical insurance is also the most urgent.It can be said that basic medical insurance has become an important institutional guarantee for the floating population to resist disease risks and promote their integration into the city.However,at this stage,our basic medical insurance system still has the disadvantages of urban and rural division and policy regionalization.The floating population faces a series of problems such as difficulties in medical reimbursement and complicated procedures,coupled with the absence of system management,the floating population with the "double identity" of farmers and workers is very easy to repeat the insurance phenomenon,which is not beneficial to the long-term stability of the floating population to stay in the city.Therefore,multiple measures should be taken to ensure the basic medical security rights and interests of the floating population in the destination areas,enhance their residence intention and improve their social integration level,which will become an important measure to accelerate the high-quality development of new urbanization in the future.In order to explore the optimization path of the basic medical insurance system,realize the reform goal of the national household registration system,and then improve the residence intention of floating population,and orderly promote urbanization.CMDS questionnaire content of this study is based on 2017 and combining with the concrete practice of basic medical insurance system in China,will join pattern of the floating population is divided into of medical insurance for urban workers,urban and rural residents medical insurance and repeat those three,by building OLS and intermediary effect model test medical insurance model for the floating population residence will influence,the study found that: First,the basic medical insurance has a significant impact on the residence intention of the floating population,in which only participating in the urban residence insurance can significantly reduce the probability of the floating population staying in the city by 12.5%,and there is a "return to hometown promotion effect";Only participating in the urban job protection will increase the urban residence intention of the floating population by 15%,which has the "lock-in effect".Second,under the repeated participation mode,the "pull" of urban employees’ medical insurance on floating population’s residence intention is greater than the "push" brought by urban and rural residents’ medical insurance,that is,repeated participation weakens the lock-in effect of urban employees’ medical insurance on floating population’s residence intention.Third,social interaction plays a partial intermediary role in the influence of different medical insurance modes on floating population’s residence intention,that is,floating population participating in the basic medical insurance system can obtain social support by strengthening the frequency of interaction with local relatives and friends,and thus improve their urban residence intention.Fourthly,the impact of urban employee medical insurance on floating population’s residence intention is heterogeneous in individual characteristics and regional levels.Specifically,it has the strongest promoting effect on the healthy floating population in the 35-60 age group that flows into the second-tier cities.Based on the research conclusions,this paper puts forward relevant countermeasures and suggestions,including: first,to consolidate the system foundation and optimize the medical insurance management mode;Third,attach importance to humanistic care and promote the integration of floating population into cities.Fourth,define urban positioning and promote the coordinated development of different regions.It is of great practical significance to pay attention to the residence intention of the floating population in the destination of migration,so as to optimize the social security policy and fully release the welfare enhancement effect of the floating population.
