With the deepening of public hospital reform and the comprehensive implementation of the Healthy China Campaign,especially the introduction of national policies such as the Guiding Opinions on Establishing a Modern Hospital Management System and the Opinions on Strengthening the Party Building Work in Public Hospitals,hospitals are facing new opportunities and challenges.Public hospitals,as an important component of national health resources,need to provide high-quality and efficient medical services while adapting to the needs of national health system reform and participating in increasingly fierce market competition.To seek the sustained and healthy development of public hospitals,it is urgent to attract,cultivate,utilize,and retain hospital health talents through new era human resource management methods,and build a health talent team that meets the requirements of hospitals in the new era.This article takes four public hospitals in J city as examples,using methods such as literature research,statistical analysis,and questionnaire survey,aiming to identify the common problems in the talent team and its construction of county and city level public hospitals based on the analysis of the number,structure,flow,and current situation of high-level talent teams in hospitals.Research has found that there is a serious shortage of professional talents in some fields,the recruitment effect of health talents is poor,the structure of health talents is unreasonable,the turnover of key health talents is severe,and the training of health talents is insufficient.Based on data analysis and questionnaire survey results,the study suggests that the main reasons for these problems are: insufficient financial support for the healthcare industry;Unreasonable salary income and poor sense of belonging among medical personnel in the industry;The open recruitment system is not perfect;Unreasonable management of talent outflow;Poor scientific research level and limited personnel development.In order to improve the modernization level of talent team construction and management capabilities in public hospitals,enhance their core competitiveness and sustainable development capabilities,this article introduces human capital theory,ERG theory,and field theory.On the basis of these theories,this article proposes five strategies and suggestions for the construction of health talent teams in county-level public hospitals: firstly,to build a flexible and efficient talent recruitment system;Secondly,establish a reasonable salary system;Thirdly,establish a personnel management system for public hospitals in the new era;Fourthly,increase research support;Fifth,establish and improve the policy system for building a high-level talent team.To explore the countermeasures for the construction of the health talent team in county and city level public hospitals is of great significance to improve the talent management system of public hospitals,and also provides reference value for exploring and improving the reform of the system and mechanism of county and city level public hospitals,establishing the talent team management system,and expanding talent development ideas.
