Since the beginning of the twenty-one St Century,the construction of cultural infrastructure in rural areas has become an important part of the equalization of public cultural services.Governments at all levels should,under the guidance of the rural revitalization strategy,vigorously build rural public cultural services and build a harmonious,friendly and civilized countryside.In the past ten years,the construction of rural public cultural services has accelerated obviously,which is mainly reflected in the improvement of fiscal policy,the expansion of the supply scale and the improvement of the supply level.But at the same time,there are some problems in rural public cultural service,such as insufficient total quantity,unbalanced quality,lack of talents and lack of performance.The purpose of the government’s financial investment is to meet the public demand,solve existing problems,and improve the construction of public cultural services.The government and rural residents are the main providers and demanders of public cultural services respectively,and the satisfaction evaluation of public services is also determined by the behavior of both sides.Therefore,the impact of government financial investment in rural public cultural services should be viewed from the perspective of public demand,so as to measure the effectiveness of financial investment in promoting public cultural development.According to the ASCI model,this thesis constructs the evaluation system of public cultural service satisfaction,which specifically includes six latent variables: Public Expectation,Service Quality,Perceived Value,Public Cultural Service Satisfaction,Public Complaints and Public Trust.Satisfaction with public cultural services depends on two variables,Public Expectations and Service Quality.The greater the gap between public expectation and service quality,the lower the satisfaction will be;the smaller the gap between them,the higher the satisfaction will be.Based on this,this thesis constructs a path to influence the satisfaction degree of public cultural service through the scale,efficiency,policy and financial input.Based on the data of China Comprehensive Social Survey(CGSS)2015 from 24 provinces and 79 prefectural-level cities,the empirical study finds that the scale and efficiency of financial input have significant positive effects on the satisfaction of rural public cultural services,the degree of fiscal decentralization has significant negative effect.In addition,through the instrumental variable method,the endogenous problem of the scale of fiscal investment and the efficiency of fiscal investment was solved,and the Heterogeneity of the impact of financial investment among the eastern,central and western regions,as well as the impact between urban and rural areas was analyzed.It is found that the financial input has the least influence on the satisfaction of public cultural services in the rural areas of central China.And the impact on satisfaction with public cultural services in urban areas is less than in rural areas.Finally,based on the research conclusions,this thesis puts forward policy recommendations from four aspects: increasing fiscal investment,optimizing fiscal expenditure structure,improving the quality and efficiency of supply and perfecting the relevant supporting measures.
