Research On Risk Control Of Construction Management In JS District Citizen Culture Center Project

With the steady growth of China’s economy and the gradual improvement and upgrading of industrial structure,government investment plays a crucial role in developing a macro economy.Compared with ordinary projects,government investment has the incomparable advantages of other assets,such as large scale,high risk and broad impact.Today,because government agencies do not have a strong sense of risk management,supervision and management are not in place,the lack of a corresponding system to restrict and limit,further increases the risk factor of government investment projects,leading to public safety incidents of the repeated emergence.Because of the fundamental problems highlighted by government investment,it is necessary to develop a set of perfect scientific evaluation mechanisms and risk management methods,and continuously improve and perfect the risk management system and system of government investment projects nowadays.This paper first outlines the connotation,main characteristics,and management mode of government construction investment projects.It summarizes the process and methods of risk identification and evaluation of government construction projects.Then,we analyzed the current situation and management problems of the project by taking the JS District Citizen Cultural Center construction project as the research object.And the whole process of project construction is divided into pre-planning stage,construction preparation stage,project implementation stage,and completion delivery stage,and the risk assessment of the project needs to analyze and identify for each stage,and make prediction and judgment,and then calculate a more accurate assessment result.Through the combination of relevant theoretical analysis and expert opinion,the risk factors of the entire construction process of the project are analyzed,and optimization and improvement are carried out on the original basis.And then the risk evaluation index system for the construction of the JS District Civic Culture Centre project was determined.This paper uses the hierarchical analysis method to determine the weights of the evaluation indicators,and the fuzzy comprehensive evaluation method to evaluate the risks of the JS District Civic Cultural Centre construction project,and to analyse the risks of each construction phase.The evaluation showed that the construction risk level of the JS District Civic Cultural Center project was "medium",and there were some construction risks but the risks were manageable.The risk level of the construction preparation and implementation phases is "high".In contrast the risk level of the pre-planning and completion and delivery phases is "medium",there is some risk,but it is still manageable.It can be seen that there are certain risks in each stage,and risk prevention should be strengthened to reduce construction risks as much as possible.This paper analyzes the risks of JS Civic Culture Project construction.It develops effective measures and programs for risk avoidance based on the actual situation of the cultural center.This research provides some theoretical guidance for managers and policy makers of other similar government programs.This can effectively reduce the risk factor of government investment projects.
