A Study On The Establishment And Selection Of Official In Jilin Region In Qing Dynasty

In the Qing Dynasty,Jilin implemented the dual administrative system of the banner and the people,and the establishment of officials formed two systems,namely,the military government institution under the banner system and the people’s office institution.The establishment and selection of officials under the two systems had their own characteristics.Based on the collection and arrangement of relevant documents such as archives and local Chronicles,combined with the development and changes of the administrative system of Jilin region in Qing Dynasty from the military government system,the dual system of banner and people to the provincial system in the late Qing Dynasty,this paper makes a study of the setting and selection of officials of the banner and people’s office in Jilin Region in Qing Dynasty.Before the Yongzheng Dynasty,Jilin region implemented a single military government system,Jilin general yamen,the city’s deputy capital and beat the wula general yamen and other institutions of the officials set up a heavy military position,the selection and appointment are from the banner.Before the establishment of Jilin province in Yongzheng dynasty to Guangxu Dynasty(1907),the dual management system of banner and people existed in Jilin region,and the establishment of officials was also the combination of banner and people’s office,and the combination of Manchu and Han.During the period from Yongzheng to Jiaqing,Jilin district civil affairs Office was initially established,with more flag offices than civil affairs office and more manchu(flag offices)officials than Han officials.Daoguang to Guangxu 33 years,Jilin district civil bureau more than the flag department,Han officials more than full(flag department)officials.At the end of the Qing Dynasty,Jilin province was established(1907).During the provincial system,the banner office in Jilin was abolished and the unified civil bureau was established.The officials of the flag office were eventually replaced by civil officials.With the change of local administration system in Qing Dynasty,the establishment and selection of officials in Jilin experienced the change from banner office to civilian office,and the selection of officials also experienced the change from banner person and civilian participation to civilian office.This is consistent with the trend that a large number of Han people entered Jilin since the middle and late Qing Dynasty,and the ethnic composition changed.The changes of the establishment and selection of officials in Jilin reflected the development of population and society in Jilin in Qing Dynasty.With the abolition of the military government,the status of the banner men in Jilin area decreased day by day,and the relationship between Manchu and Han also changed.The reform of the establishment and selection of officials has also brought Jilin into the same administrative system as the mainland and promoted the integration of border areas with the mainland.
