Research On The Evolution Of The Communist Party Of China’s Ethnic Minority Cultural Policy Since The Reform And Opening-up

“Minority cultural policy” is the subordinate concept of “minority policy”.The policy discussed in this paper refers to a series of relevant policies,principles and measures formulated and implemented by the Communist Party of China for domestic ethnic minorities,aiming to maintain the great unity of all ethnic groups and promote the development and progress of the cultural aspects of ethnic minority areas.The fundamental ideological source of the Minority cultural policy of the Communist Party of China is undoubtedly the result of marxism’s national and cultural theories and their sinicization.The practice of this policy comes from the rich practice of dealing with ethnic minority issues,especially ethnic minority cultural issues,in the course of China’s revolution,construction,reform and opening-up,and the new era under the leadership of the CPC.As a whole,the policy has undergone three specific stages of historical evolution since the founding of the People’s Republic of China.The thirty years before the reform and opening up were the formative stage of the party’s minority cultural policy.During this period,the party formed its own socialist ethnic theory and ethnic policy,including ethnic minority cultural policy.For example,Common Program of Chinese People’s Political Consultative Conference,The Program for the Implementation of Regional Ethnic Autonomy and the 1954 Constitution put forward the principle of “ethnic equality and common development”;in the early days of the founding of the People’s Republic of China,ethnic minority identification,ethnic minority language and social and historical investigations were carried out;the system of regional ethnic autonomy was formally implemented;the advancement of social reform in ethnic areas and so on.The thirty years after the launch of reform and opening to the outside world was the all-round development stage of the party’s cultural policy on ethnic minorities.In accordance with the changing themes of The Times and ethnic realities,the party has gradually formed the socialist ethnic theories and policies with Chinese characteristics,including the cultural policies for ethnic minorities.For example,it formulated and promulgated the Law of the People’s Republic of China on Regional Ethnic Autonomy and other regulations,The Outline of the National Action Plan for Revitalizing Border Areas and Enriching The People(2001-2010)and the eleventh Five-Year Plan for Revitalizing Border Areas and Enriching the People were issued,“Cultural Aid to Tibet”,“cultural aid to Xinjiang”and so on.All these measures make the culture of minority areas achieve great leapfrog development.Since the eighteenth National Congress of the Communist Party of China,the cultural policy of ethnic minorities has become a new stage of development.Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,the party and the state have constantly adjusted and innovated this policy.Special attention is paid to two aspects:first,the formulation and implementation of various plans concerning ethnic minority areas;the second is to highlight the publicity and education of the Chinese nation community.Although great achievements have been made in the construction of ethnic culture in China,there are still some problems,such as insufficient special legislation on ethnic culture,extensive ethnic culture industry and related derivative products,and shortage of talents related to ethnic culture.In the future,it is necessary to take measures such as strengthening the special legislation of ethnic culture,attaching importance to the inheritance of ethnic culture,strengthening the planning and management of ethnic culture industry and products,perfecting the supply of ethnic culture talents,and constantly strengthening the cultivation of the sense of community of the Chinese nation to further perfect this policy.
