The report of the 18th National Congress of the Communist Party of China proposed the strategic goal of "building a maritime power." The overall goal of our country’s maritime industry in the 21st century is to build a modern maritime power, which makes it necessary to strengthen scientific and technological exchanges with western developed countries. In that,English for Science and Technology translation plays an important role.Modality, constituted an important part of English grammar, serves an important interpersonal meaning in technical English. From the perspective of system-functional linguistics, this thesis analyzes the conversion law of English and Chinese modal meanings based on Halliday’s modal system classification through making case analysis of modal components in Chinese version of military English for science and technology text Submarine Design and Development(Chapters 5 and 6).It proposes specific translation techniques:mainly focus on the asymmetry conversion of modality. That is,for English to Chinese, the subjectivity of modality orientation is enhanced:implicit objective to explicit subjective, explicit objective to implicit subjective, and implicit objective to implicit subjective;and the value of modality is raised:low value to medium value, medium value to high value, and low value to high value. The research proves the feasibility of English-Chinese translation strategies for modal meaning in military English from the perspective of system-functional linguistics, which can be also utilized to guide the translation practice of military English science and technology.
