Research On The Japanese Puppet Regime Of Meng County During The Anti-Japanese War (1941-1945)

In February,1938,after the Battle of Northern Henan,Meng County was occupied by the Japanese army for the first time.Under the continuous counter-attack of the anti-Japanese forces of the Kuomintang and the Communist Party,the Japanese army was forced to withdraw to Qinyang,which was used as a stronghold to "mop up" Meng County from time to time.In May 1941,the Japanese army invaded Meng County again,and Meng County was completely occupied.In order to strengthen the control over Meng County and achieve the purpose of seizing the rights and interests of aggression,the Japanese Army established a puppet regime in Meng County.Under the guidance of the Japanese,the organs of the puppet regime extended their aggression tentacles to the districts and towns of Meng County,and colonized Meng County.In order to maintain the ruling order of the Japanese puppet regime in Meng County,it had become the key issue of the puppet Meng County government to strengthen the ruling function of the regime.According to the instructions of the pseudo-Henan Provincial Office and the pseudo-North Henan Provincial Office,the pseudo-Meng County Office,in combination with the local actual situation,successively established various pseudo-organizations at all levels,and recruited pseudo-officials to assist the Japanese invaders in colonial rule.Established pseudo-district offices,township offices and insurance companies below the county level,promoted the administration of districts,and strengthened the management of township and town security.At the same time,pseudo-police stations,guard teams,security teams,self-defense teams and other pseudo-police organizations were set up to jointly carry out military security activities with the Japanese army,crack down on the anti-Japanese armed forces and strictly control the people.In addition,the Meng County General Association of Puppet New People’s Association was established under the planning of the Puppet New People’s Association in the province and northern Henan,and set up branches in rural areas.They carried out "new people’s education",pseudo-propaganda,colonial transformation and cooperated to promote the "long-term stability" of the Japanese Puppet Regime in Meng County.As the core organ of the Japanese puppet regime in Meng County,the puppet Meng Office was the hub connecting the puppet North Henan Provincial Office and the puppet organizations in Meng County.It was assigned to arrange the various matters implemented by the county government,and formed a relatively complete colonial rule system in Meng County.In the process of implementing the county administration,the main work content of the Japanese puppet Meng County regime was divided into four parts:economy,civil affairs,military affairs and culture and education.Economically,rectified the economy and finance,cleaned up taxes,increased production of agriculture,implemented economic blockade,plundered materials,and set up economic police to supervise and control all kinds of economic activities.In civil affairs,strengthened infrastructure construction,household registration,strengthened social security,implemented social relief,standardized social governance.Militarily,carried out the "public security strengthening" campaign,launched military summer defense operations of "opposing the Communist Party","destroying the Communist Party" and "destroying Chiang’s army",set up secret services,promoted intelligence work,and trained armed groups to maintain daily public order in the territory.Culturally,thoroughly enslaved the people in culture and education,restored schools,developed social education,held a "new national movement",carried forward the old feudal morality,and improved social customs,so as to form a social atmosphere of "Sino-Japanese goodwill".The starting point of the ruling function of the Japanese puppet Meng County regime was to serve the interests of Japanese aggression.The fundamental purpose was to cooperate with Japan to "control China with China and feed the war with war",maintain the order of Japanese colonial order in Meng County,and provide guarantee for other military operations.Therefore,at the level of actual implementation,the effectiveness of its ruling function was minimal for the positive development of society of Meng County.Under the whitewashed appearance of "peace and prosperity",the Japanese puppet Meng County regime showed a strong reactionary attribute and an out-and-out militarized colonial carried out underground anti-Japanese work,united and led the masses to fight,and the flood of anti-Japanese became stronger and stronger.The Kuomintang also took military strikes,intelligence investigations and other measures to cooperate with the spontaneous anti-Japanese and anti-counterfeiting activities of the masses.Under the continuous blows of the anti-Japanese military and civilian forces,with the surrender of Japan,the puppet regimes in various places collapsed one after another,and the Japanese puppet Meng County regime also went to the end and finally withdrew from the stage of history.
