| The frequent occurrence of floods during the Minh Mang(1820-1840)was not only related to natural factors such as climate and hydrology in Vietnam,but also to social factors such as policy discontinuity,negligent management by officials,and sloppy work by those who hired civilians.related.Natural and social factors aggravated the damage of floods.According to statistics,there were 107 floods in the 21 years of Minh Mang’s reign,of which the fourteenth year of Minh Mang(1833)and the fifteenth year of Minh Mang(1834)were the most serious.In general,the floods during Minh Mang mainly occurred in summer and autumn,and the northern and central regions were severely affected.The flood had a serious impact on the politics,economy and people’s life during the Minh Mang period.Floods have reduced agricultural yields,caused famine and increased social instability.Therefore,under such a background,the Nguyen Dynasty government took measures in both prevention and rescue,such as setting up special institutions,promulgating decrees on rewards and punishments,building dams,providing relief and exemptions,etc.,which alleviated the damage caused by the floods to a certain extent.It was beneficial to the restoration of the living order and agricultural development of the disaster victims in Vietnam at that time,reflecting the government’s emphasis on disasters.But unfortunately,although Minh Mang spent a lot of manpower and material resources to build water conservancy facilities such as embankments,the problem of embankment failure has not been completely solved as expected.Due to various reasons such as natural factors,lack of synchronization among localities,negligence of local officials,etc.,the dykes continue to burst,and even once again,debates about the construction or abandonment of the dykes have arisen.To a certain extent,this reflects the increasingly weakened phenomenon in many social and economic issues during the Minh Mang period. |
