| In order to improve the quality of talent cultivation, the Ministry of Education issued the "Several Opinions on Comprehensively Improving the Quality of Higher Education"(hereinafter referred to as the "Policy for Improving the Quality of Higher Education")in 2012.The improvement of human capital quality has profoundly changed the behavior of the cultural industry and affected its development. This paper accurately and meticulously studies the impact and mechanism of improving human capital quality on the development of the cultural industry through a combination of qualitative and quantitative methods. This article takes the quality of human capital as the perspective and takes the policy of improving the quality of higher education as a quasi natural experiment to study the impact of improving the quality of human capital on the development of the cultural industry. This not only helps to further explore the contribution of human capital quality to the development of the cultural industry, but also enriches and expands the research on the impact of human capital quality on the development of the cultural industry, and provides reference for the development of the cultural industry. This paper first reviews the existing research in relevant fields, combs out the basic theory that the improvement of human capital quality affects the development of cultural industry, uses the hierarchy of demand theory, agglomeration theory and endogenous growth theory to conduct theoretical research on how the improvement of human capital quality affects the development of cultural industry, and puts forward four hypotheses on the basis of theoretical analysis. Then,in the empirical analysis part, this paper uses the panel data of 31 provinces in China from 2012 to 2020,uses the generalized double difference method to build a model for benchmark regression analysis, and further uses the generalized double difference method and triple difference method to empirically test the impact mechanism. In heterogeneity analysis, group regression is used to quantitatively analyze the impact of improving human capital quality on heterogeneity in the East,West, and Central regions. Finally, based on the results of theoretical and empirical analysis, policy recommendations are provided on how to promote the development of cultural industries in the region. The main research conclusions of this article are as follows: Firstly, the improvement of human capital quality significantly promotes the development of the cultural industry;Secondly, the quality of human capital mainly affects the development of the cultural industry through three channels: income level, innovation ability of the cultural industry, and urban population density;Thirdly, there is heterogeneity at the regional level in the impact of improving the quality of human capital on the development of the cultural industry. The impact of improving the quality of human capital on the development of the cultural industry is mainly reflected in the eastern region, while it is not significant in the central and western regions. |
