Research On Education Funding In Gansu Province During The Republic Of China(1927-1945)

After the establishment of the Nanjing National Government in 1927 began a new course of educational development in Gansu,despite the limited conditions,but in the government and the support of educators,school education system gradually improved,compulsory education and national education to reduce the proportion of people out of school,teacher training and vocational education for the province exported teachers and technical personnel,social education has progressed.The channels for raising funds for education have been broadened,with not only central and provincial financial allocations,but also donations from the community and school property cleared by the counties as sources of education funding.The Gansu Provincial Education Department established provincial and county education fund management committees and promulgated regulations and provisions for fund management.This paper takes school education and social education as the entry point,and through the collection and collation of recent newspapers,local chronicles,historical compilations and other documents,it provides an overview of the administrative changes in Gansu education after the establishment of the Republic of China,focusing on the analysis of Gansu education expenditure and income between1927 and 1945,and the argumentation of the collection and distribution of provincial and county education funds,thus exploring the overall development of Gansu education at that time..Generally speaking,Gansu Province did not pay enough attention to higher education,and the proportion of funds invested was small,while the proportion of funds invested in primary and secondary education was large,which led to the unbalanced development of various types of education.The continuous influence of the war,education funds were often diverted for military expenses,resulting in tight education funds,which not only affected social stability,but also hindered the development of education.The study of education funding in Gansu during the Republican period will not only help us understand the modernization of education in Gansu,but also help us learn from the strengths and weaknesses of education funding reform in the present.
