Between 1963 and 1972,for the sake of winning the Vietnam War,the U.S.and South Vietnam collaborated on the “Chieu Hoi Program”.The U.S.government not only incorporate the program into the scope of its psychological warfare efforts,but also regarded it as an important part of US military’s pacification and counterinsurgency efforts,the implementation of the program played an important role in expanding U.S.influence in Vietnam.As early as the planning and formulation stage,the U.S.government has chosen to make joint efforts from both military and civilian levels,while coordinated political,economic,military,and propaganda measures to maximize the efforts of its action.It will be of a great help to deepen the academic community’s understanding of the U.S.Vietnam War policy by carefully combing the planning and implementation process of the program,and examining it in the macro background of the U.S.overall Vietnam War policy.Guided by historical materialism,this paper carefully collects and decodes newly declassified archival documents related to this topic,in the meanwhile uses the latest theoretical findings of international relations,psychology,and other related disciplines for reference,so as to make an in-depth discussion on the planning background,the implementation process and the concrete effects of “Chieu Hoi Program”.To be more specific,this paper follows on a chronological order,based on an introduction to the background and early planning contents of U.S.planning for the program,focuses on the specific implementation of the program,and summarizes the phased characteristics of its development and evolution,in the meanwhile generalized analysis the influencing factors that promote or restrict its development.Based on this,this paper analyzes the concrete effects,successes,and failures of the “Chieu Hoi Program” jointly implemented by the U.S.and South Vietnam governments.The program supported Allied military efforts by providing intelligence information,supporting military and paramilitary operations,but failed to achieve its goals of expanding the political base of the South Vietnamese government and reintegrating the ralliers into South Vietnamese society,thus making a limited contribution to "the other war".Finally,this paper attempts to review the “Chieu Hoi Program” in the macroscopic perspective of the U.S.overall Vietnam War policy.Except from brief reviewing the relationship between the program and the U.S.Vietnam War policy,this paper also hopes to explore the reasons why the U.S.Vietnam War policy fell into the general dilemma through an in-depth analysis of this typical case.
