Research On The Interactive Relationship Between The Changes Of Agricultural Land System And Agricultural Technology Progress Since 1949

The change of agricultural land system is closely related to the progress of agricultural technology,and the history of agricultural land system change is also a history of agricultural technology change.Since 1949,especially since the reform and opening up,the reform of China’s agricultural land system has been continuously deepening,and the progress of agricultural technology has become increasingly significant.The interactive relationship between the changes of agricultural land system and the progress of agricultural technology has had and will continue to have an increasingly important impact on the development of rural socio-economic in China.In the current vision of promoting rural revitalization and continuously improving the level of agricultural and rural modernization in China,it is necessary to conduct a deeper exploration of the interactive relationship between the changes in agricultural land systems and the progress of agricultural technology.This article reviews the evolution of China’s agricultural land system changes and agricultural technology progress since 1949.Based on the institutional foundation and historical facts of China’s dual economic structure,a two sector model was constructed to analyze the phased characteristics of the interactive relationship between agricultural land institutional change and agricultural technology progress.From the perspectives of innovation investment,promotion cost,and application quality,this paper elaborates on the impact mechanism of agricultural land system changes on agricultural technology progress;This article elaborates on the impact mechanism of agricultural technology progress on the changes of agricultural land system from the perspectives of profit space,relative efficiency,and distribution structure.The panel vector autoregressive model was used to empirically explore the interactive relationship between agricultural land system changes and agricultural technology progress under the background of land transfer practices from 2005 to2020.This article believes that:(1)Historical facts and theoretical models show that there is a significant correlation between the changes in China’s agricultural land system and the progress of agricultural technology since 1949,and the interactive relationship between the two shows different stage characteristics at different stages of economic development.In the first stage,the industrialization strategy needs to externally promote the transformation of the agricultural land system from family ownership and cooperative collective management system to household contract responsibility system.The interaction between the transformation of agricultural land system and agricultural technology progress is weak.In the second stage,the household contract responsibility system provides farmers with stable land use rights,and promotes agricultural technology progress by increasing investment in agricultural technology innovation,reducing agricultural technology promotion costs,and improving the quality of agricultural technology application.In the third stage,the small-scale farming operation under the household contract responsibility system gradually cannot fully adapt to the needs of modern agricultural technology development.Agricultural technology progress promotes the transformation of the agricultural land system to the "three rights separation" by expanding the profit space of the agricultural land system,improving the relative efficiency of the agricultural land system,and optimizing the distribution structure of the agricultural land system.At the same time,the "three rights separation" reform has initially stimulated the vitality of agricultural technology innovation,application,and promotion,and promoted the progress of agricultural technology.At this point,a closed-loop interactive system has been formed between the changes in agricultural land systems and the progress of agricultural technology.(2)Empirical analysis shows that,on the one hand,there are significant differences in the impact of agricultural technology progress on the transfer of agricultural land ownership before and after the "three rights separation" reform,and the reverse effect of agricultural technology progress on the transformation of agricultural land system is becoming increasingly prominent.On the other hand,the change of agricultural land system can promote the progress of agricultural technology.After the "three rights separation" reform,the promotion effect of agricultural land transfer rights on agricultural technology progress has significantly improved.Taking history as a reference,this article further believes that:(1)Under the new development pattern of China’s transformation from factor driven to innovation driven,the role of agricultural technology progress in promoting the transformation of agricultural land systems is becoming increasingly prominent.In order to further improve the contribution rate of agricultural technology progress in the process of agricultural land system change,it is necessary to strengthen the construction of agricultural technology supply system,accelerate the cultivation of agricultural technology extension subjects,and promote the deep integration of agricultural technology and agricultural development.(2)To promote the progress of agricultural technology,it is necessary to always pay attention to the protective role of agricultural land system changes.At present,the reform of the agricultural land system with the core content of "separation of three rights" provides new space for the innovation,promotion,and application of agricultural technology.The deepening of future agricultural land system reform should be based on further clarifying the connotation and extension of agricultural land ownership,contracting rights,and management rights,continuously promoting the unity and consistency of agricultural land ownership arrangements,and continuously exploring and innovating the specific implementation methods of the "separation of three rights".
