Research On The Equalization Of Urban And Rural Basic Public Cultural Services In Heshan District,Yiyang City

Culture is the spiritual bond that gathers strength and an important support for development.Since the 18 th CPC National Congress,the CPC Central Committee has always placed the development of basic public cultural services in an important position and promoted it as an important part of the "Four Comprehensives" and "Five-In-one".General Secretary Xi Jinping stressed: "Accelerate the construction of a modern public cultural service system,promote the standardization and equalization of basic public cultural services." In 2015,it issued the Opinions on Accelerating the Construction of a Modern Public Cultural Service System,which called for "establishing a standard system for basic public cultural services and promoting equal access to basic public cultural services between urban and rural areas." After years of efforts,a new breakthrough has been made in the construction of China’s basic public cultural service system by 2020.Party committees and governments at all levels and cultural functional departments have actively promoted a series of activities and projects,such as "three to the countryside","culture into10,000 people","village sound" and "rural libraries",so as to tilt cultural resources toward rural areas.It has greatly enriched the cultural life of the vast masses of people in rural areas,cultivated the rural context,and revitalized the rural culture.But due to the long-term urban and rural dual structure of the profound influence,at present,the development of the rural basic public cultural service is still not optimistic,faced with a lot of problems and bottlenecks,underfunded public cultural service,public cultural infrastructure is insufficient,the talent team construction lagging,the farmers’ participation in higher problem still exists,There are still differences between the level of basic public cultural services and urban areas.Along with our country to open new journey of all-round construction of socialism modernization country,the people of public cultural life level put forward higher request,rural people hope and city people’s right to equal culture,enjoy a roughly equal basic public cultural services,and the existing rural culture resources obviously can not meet their growing spiritual and cultural needs,How to bring more high-quality and rich cultural products and services to rural areas,so as to solve the problems of inadequate development of rural public cultural services and the inequality of basic public cultural services between urban and rural areas is becoming more and more urgent.This paper will take Heshan District of Yiyang City,Hunan Province as the research object to explore the path to promote the equalization of basic public cultural services in urban and rural areas.Using literature research method,questionnaire survey method,comparative research method and other research methods,this paper investigates and analyzes the status quo of basic public cultural services and their equalization in Heshan District of Yiyang City.The research shows that Heshan District,starting from perfecting system,strengthening infrastructure,guaranteeing talent team and promoting network services,actively implements cultural policies benefiting people,balances cultural resources between urban and rural areas,promotes standardized and equal construction,and preliminarily realizes the equality of rights.However,there are still some problems in public cultural services in urban and rural areas,such as insufficient investment in public cultural funds,unbalanced construction of cultural service personnel,unbalanced allocation of public cultural facilities and equipment,large gap between participants and access to public cultural services,and difficulty in promoting online public cultural services in towns and rural areas.In order to find a solution,the paper draws lessons from ningxiang city of Hunan Province and Beichen District of Tianjin to balance the relevant experience of basic urban and rural public cultural services in the process of establishing a demonstration area of public cultural service system,and starts from the reality of Heshan District of Yiyang City.Countermeasures are put forward from clarifying the leading position of local government,perfecting the system and mechanism,increasing capital input,optimizing resource allocation,increasing social participation and innovating supply mode.
